1950 06 15 CC Minutes267 MINUTES OF TBE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS June 111950 The C3,ty Council of the City of Baytown, Texas met in regular session on Thurs- day, June 1 1950 at 7:30 P. m. in the Council Room of the Baytown City Hall With the following members in attendance: J. A. Ward Mayor E. W. Buelow Councilman M. L. Campbell Councilman R. H. Pruett Councilman W. D. Reeves Councilman W. C. Williams Councilman C. Darwin Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: R. B. Bergeron Councilman The Mayor called the meeting to order, and the minutes of the regular meeting of June 1, 1950 were read and approved, whereupon the following business was transacted: Building Ordinance The City Attorney introduced and read the proposed revision of the present building ordinance. After some dsicussion it was suggested that the ordinance be tabled for further study and discussion. Position Bond The City Manager presented two (2) Public Employees Blanket Position Bonds and they are tabulated as follows: Fidelity and Deposit Company of Maryland W. E. Kerr Insurance Agency $ 5,000.00 Public Employees All (except Director of Blanket Bosition Finance, Tax Collector & $ 199.95 Assessor, and City Manager $ 25,000.00 Individual Faithful Performance of Duty Bond A. V. Barber Finance Director 125.00 $ 10,000.00 Schedule Bond City Manager 50.00 TOTAL PRMag, $ 341. 23 Councilman Vjlliatg moved to accept the bid submitted by Faby Godfrey Insurance Agency. Councilman Buelow seconded the motion. The roll call vote was as follows, Roll Call: Ayes: Mayor Ward Nays: None Councilman Buelow Campbell 'r Pruett it Reeves Williams Petition - Fire Plugs and Water Mains Messrs. C. A. Phillips and H. F. Fortenberry presented a petition with the names of fifty one (51) home owners in the Weickersheimer Courts, Knowlton Addition and Woodlawn Addition earnestly requesting that, in the preparation of the 1950 -51 budget, some consideration be given to the urgent need of 6 inch water mains and fire hydrants in these respective additions. The City Manager informed them that this section of the city had been under observation and he anticipated asking for approximately $15,000 for the purchase and installation of water mains and fire plugs. Oil Drilling Permits Councilman Campbell moved to approve the drilling application of H. L. Thompson, Individual, to drill on the American Legion property on West-Main Street. Council- man Reeves seconded the motion. The roll call vote was as-follows: 7 Roll Call: Ayea: Mayor Ward Councilman Buelow it Campbell if Pruett If Reeves to Williams; Nays : - None Councilman Campbell moved to approve the application of the Production Service Corporation on the Robert Purvis et al tract. Councilrpan Reeves seconded the motion. The roll call vote was as follows: Roll Acll: Ayes: Tractor Bids Mayor Ward Councilman Buelc* It Campbell Pruett " Reeves " Williams Nays: None The tractor bids, as submitted on December 5, 1949, were reviewed and they are tabulated as follows: 1. Benson Tractor Bompazr Model HD-7ff Allis Chalmers Tractor - $11,290.19 2. Browning- Ferris CompatV International - l.l, 784.00 Jo South Texas Equipment Cletrac - 10,584.00 The representatives were asked to explain the operations of their equipment and litature was furnished to show the machinery in action: Councilman Baelow moved to purchase the International T.D. 1" tractor at a price of $11,784.00, with the 2% discount for payment in full within ten days from date of delivery or if partial payment is made, no interest be charged on the remaining balance fianl payment to be made not later then December, 1950. Councilman Campbell seconded the motion. The Browning - Ferris salesmen informed the Council that it would be impossible to allow the 2% discount as prices had advanced since the bid was submitted and a 6% rate of interest would have to be charged on the remaining balance. Councilman Buelow and Camp- bell asked that the motion and second be withdrawn. The representatives agreed to hold the bids open until Tuesday, June 20 and Councilman Campbell moved to table all bids until that date. Councilman Reeves seconded the motion. The roll call vote was as follows: Roll Call:-Ayes: Mayor VPrd Councilman Buelow it, Campbell it Reeves " Pruett Williams Interview Consulting Engineers Nays: None H. S. Berlin, representing J. J. Rady, Ft. Worth, Texas and Spence Love, representing Chas. E. Haile I Associates, Houston, Texas, were interviewed for the position of Consulting Engineer for the City of Baytown. After hearing bbth pro- posals Councilman Campbell moved to accept the proposal of J. J. Rady, Councilman Buelow seconded the motion. The roll sill vote was as follows: Roll Call: Ayes: Mayor Ward Nays 1: XtIli.ams Councilman Buelow " Campbell 'n Pruett II Re�e4 Councilman Campbell moved that the Council go on record at this time as being in favor of a Bond Issue which would meet the innediate needs of the City of Baytown. Councilman Buelow seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor ward Nays: None Councilman Budlow n Campbell Pruett Reeves 0 Williams Load Limit - South whiting Councilman Buelow to instruct the City Attorney to prepare an amendment to The Load Limit Ordinance to include South whiting Street from end to end. Council- man Reeves seconded the motion. The roll call vote was as follows: Roll Call: Ayer Mayor w"rd Nays:, None Councilman Buelow Campbell Pruett n Reeves Williams Councilman Campbell asked that a signal light for North Main at James be in- cluded in the proposed 1950 -51 budget.
