MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
February 16, 1950
The City Council of the City of Baytown, Texas met in regular session on
Thursday, February 16, 1950 at 7:30 pe me in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order, and the minutes of the regular meeting
of February 2, 1950 and the special meetings of February 8th and 13th, 1950 were read.
Councilman Davis requested that additional specifications on the Woods - Denman build-
ing permit, as outlined by the Fire Insurance Commission, be enumerated as follows:
"An 8" wall in front, 8" wall on East Side and 8" wall in the back with a 10' apace
between the two buildings." The February 8th minutes were corrected to read: "the
meeting had been called by the Mayor, " and the description of the fourth street pipe
to read: "concrete fabricated Storm Sewer." Councilman Stroud requested the February
13th minutes to be corrected to read: "Councilman Stroud favored the amendment of the
present ordinance to 8" walls in isolated areas." This these corrections the minutes
were approved, and the.following business was transacted:
W. C. Swain - Houston Lighting and Power Company_ Check
�j Mr.W. C. Swain, representing the Houston Lighting and Power Company, presented
a check in the amount of $10,024.05. This check represented 2% of the gross receipts
of the Houston Lighting & Power Company from residents with the city limits for
the year, 1949.
Be F. Lane - Water Towers
Mr. B. F. Lane of the Mississippi Valley Tank Company presented a cost plus pro-
posal of $3,500 on the Water tower repair job in old Baytown. An exdmination of the
tower had revealed that it was in better conditions that expected and he recommended
replacement of the top section with the bottom section being chipped, scaled, surfae
prepared for painting and a paint job done. The cost plus proposal for the Goose
Creek water tower was $1,500. The Council was divided on the cost plus proposalbut
Mr. lane stated that if the cost plus proposal was not ertertained the lump sum would
be approximately.$5,600 for the two (2) towers. After some discussion the City Mans. ger
was instructed to meetiwith Mr. Lane and C. W. Grantham and go over the necessary
work to be done, to arrive at an agreed price and make a recommendation to the Council.
Delegation - East Baytown and Wynnewood Additions
Mr. Nami Katribe, spokesman for a delegation of property owners in East Baytown
Subdivision, asked the Council for better drainage facilities in their section of the
-city. Drainage had been poor for sometime and during the recent heavy rains not only
was surface water evident but sewage was deposited on the lawns and sidewalks. Several

of the propoerty owners spoke in favor of a bond issue if this would be used to eliminate
the situation. The Mayor informed the delegation that this problem was the No. 2 im-
provement project for the city, however, it was necessary to build a new and larger
disposal, plant in Pelly before the situation could be handled properly. The disposal
plant was to be built in the near future, but the draiaage would have to be deferred
for approximately two (2) years due to lack of fluids. Lf the property owners desired
a bond issue it was the Council's pleasure to grant such, he stated. Mr. Loyd Garret
spokesman for Wynnewood Addition, was promised relief in the new future by Mr.W. Be
Ehrhardt, local surveyor. The developers of Wynnewood were now making plans to open
and divert a portion of the water into the County Drainage ditch. Also curb and gutter
will be installed and this will aid the drainage. After a lengthy discussion Council-
man Bergeron moved to employ Mr. Ehrhardt to made a survey of the flooded areas and
make a recommendation for diversion of surface water. Councilman Godfrey seconded
the motion. The roll call vote was as follows:

W. F. Miller — Electrical Code
Mr. W. F. Miller, spokesman for the local electrical contractors: asked
for two (2) councilmembers to sit in on the final reading and review of a proposed
electrical ordinance which is soon to be presented to the Council for its considera-
tion. The delegation assured the Council that this ordinance was not meant to con-
strue a desire for monoply but it was only a means for forming a standard of re-
quirements. The Council was asked to review the ordinance from the administrative
aspect only. Cc uncilman Pruett, moved to appoint Fire Marshal Bounds, Fire Chief
Lintelman and City Inspector Peacock to work with the electricians in preparing
the ordinance. Councilman Godfrey seconded the motion. The roll call vote was as
follows:

W. E. 59hrhardt — Wynnewood Section 4
Councilman : Godfrey •moved to give tentative approval of Section 4 of the
Wynnewood Addition. Councilman Bergeron seconded the motion. The roll call vote
was as follows:

E. H. Harbers — Water System Rio Vista
Mr. Emery H. Harbers presented a drawing of his father's water system in Rio
Vista which he proposed to sell to the city. He also asked that Laredo Street be
opened. Mr. Harbers was told that a study would have to be made of the water
system before action could be taken on the purchase of it, however, on the opening
of Laredo Street, this would be impossible unless the street was first cut and
dedicated to the city by Mrs. Airhart. A aeiegatiun of property owners from this
area wao promsed immediate street repair, nowever, garbage collection was deferred{
Street Lights — Petitions
Councilman Pruett and Stroud were appointed to make an investigation on the
petition of the Nazarene and Lutheran Churches for street lights. .
Backstops — City Park
Councilman Pruett moved to approve the purchase of material to install
backstops fore ballpark on the City's property in East Baytown Subdivision.
Councilman Bergeron volunteered his services for the installation. Councilman
Godfrey seconded the motion. The roll call vote was as follows:

The Council approved the building permit application of Mrs. H, C. McShan,
3306 East Texas Avenue.
. The City Manager presented a letter fromthe Southern Pacific Railroad which
granted the easement donation for the right -of -way on the west Pearce Avenue open+
ing provided the city would bear the cost of the improvement.
A letter was read from the Fire Insurance Commission stating that a survey
would be made of the city in June, 1950 and a new key rate would be given after
that date.
Adjournment
Councilman Pruett moved to adjourn. Councilman Williams seconded the motion.
The ayes were unanimous and the Mayor declared the meetdns adjourned.
