MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
February 8, 1950
The City Council of the City of Baytown, Texas, met in a special meeting on
Wednesday, February 8, 1950 at 7 :30 P. M. in the Council Room of the Baytown City Hall
with the following members in attendance:

Mayor Ward Opened the meeting stating that it had been called by the City
Clerk upon his request. In the absence of City Clerk, Edna Oliver, it was agreed
that City Attorney Donoghue Should have the duties of Acting City Clerk.
Pipe for Connection of Water Systems
City Manager Middleton requested authority from the City Council to purchase _
approximately $209000 of 8 -inch pipe to connect the water systems of old Baytown
and Goose Creek. Councilman Pruett moved to authorize the City Manager to proceed
with the purchase of this amount of pipe from James B. Clow & Sons, as per bid.
Councilman Bergeron secomded the motion. The roll call vote was as follows:

Sanitary Sewer Projects
Acting City Engineer Joe Nelson outlined four major sewer projects which the
city expects to complete this year. Materials for these projects will coat the city
about $8,000, he said. Location of the new sewer lines would be as follows
An 8 -inch sanitary sewer will be installed along Cedar Bayou Road for 1480 feet,
the total material cost being estimated at $713.30.
Another 6 -inch samitary sewer will run fromthia line south for 1620 feet along
Knowlton Road. This line is expected to cost approximately $685.10 for materials.
A concrete storm sewer will be put in on Fourth Street from East Texas to the
county drainage ditch. Some of the necessary material is already on hand, but this
will still call for the biggest outlay of the four projects. A dragline will be
rented at $600 a month for work on this project. The total cost for materials and
equipment is estimated at $4,004.84.
Another storm sewer will be instaliea which wizL otart on nur�n Jones, cut
west on Sterling and them south to West Texas. This ie expectec to solve the
drainage problem in that area.
All the sewers will be complete with necessary inlets and manholes, Mr. Nelson
stated.

Estimates on Concrete Paving

Mr. Nelson advised the council that he had made an investigation of concrete
paving cost and has found a 27 -foot street with 6 inches of concrete will cost $9.00
per lineal foot. A 5 -inch thich street will cost $8.00 per lineal foot. It is
estimated that a street intersection would cost the city about 0021.00 per inter-

as to what the cost would be for paving if the sity used its newly purchased conere6u
mixer. It was agreed that Mr. Middleton and Mr. Grantham should confer with a con-
sulting engineer relative to the city's paving needs and the.various types of con-
struction to be used.
Discussion of Bond
nt, mayur Wardta request. City Manager Middleton gave the Council information as
to a proposed plan.for a bond issue to pay for needed inprovements in the city. Pay-
ments on the bond issue, if they were spread out for fifteen years, would average about
$81,000 a year, including interest, Mr. Middleton Stated. This1 he pointed out, would
be more than covered by the $100,000 or more expected annually in taxes from the
city's newly- annexed territory.
The bond issue would be used strickly for capital improvements now needed urgent-
ly by the city. Expenditures would include a sewage disposal plant for the Pelly
area, water storage, wells, water and sewer lines and the city's share of street im-
provements. Mr. Middleton stated that there seemed to be only one way that all of these
things could be done this year and that was by future financing, which would mean a bnnd
issue. The councilman expressed themselves as being willing to consider the bond
issue and that they were willing to give further study to the proposal. They all seemed
to be in agreement that such financing should not affect the tax rate in any manner.
Request of Humble 011 & Refin3bg„C6mpany for Permit on New Service Station
Mr. S. Howard Lee, manager of Humble 011 and Refining Company's bulk station
at Baytown, appeared before the council requesting information as to what action
had been taken on the company's request for a permit to construct a new service
station at Texas and Main. Mayor Ward recommended that the councils action on the
matter be postponed to the following Monday at 7:30 p. m. due to the absence of Coun-
cilman Godfrey and Stroud. The other councilmen present agreed to this action. City
Manager Middleton was instructed to have a meeting called for that date.

The ayes were.unanimous and the Mayor decl ared the melting adjourned.
