April 14, 2020
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Thursday, April 14, 2020, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the April 14, 2020, CCPD Board Regular Meeting with a quorum
present at 4:30 P.M., all members were present with the exception of Director Lamont who was
absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on January 14, 2020.
A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to
approve the minutes of the January 14, 2020, Special CCPD meeting as presented. The vote was
as follows:
Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Lloyd J.
Herrera, Director James Coker, Director Randall B. Strong, Director Steele Arthur
Nays: None
Other: Director Anesia Lamont (Absent)

2. PROPOSED RESOLUTIONS
a. Consider a resolution setting a Special Baytown Crime Control and Prevention
District Meeting to be held on Tuesday, May 12, 2020.
Assistant General Manager Kevin Troller presented the item and stated that the special May
meeting is necessitated in order to meet the new requirements of Senate Bill No. 2, which
requires that the Council adopt its municipal budget a month earlier than in the past. As the
special district budgets are components of the municipal budget, their budget timelines are also
impacted and will begin a month earlier in May.
A motion was made by Director Randall B. Strong, and seconded by Director Lloyd J. Herrera to
approve Resolution No. 62, related 2.a. The vote was as follows:
Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Lloyd J.
Herrera, Director James Coker, Director Randall B. Strong, Director Steele Arthur

RESOLUTION NO. 62
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT CALLING A SPECIAL
BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT MEETING
TO BE HELD ON MAY 121 2020, AT 4:30 P.M. IN THE COUNCIL
CHAMBER OF CITY HALL; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
b. Consider a resolution adopting the Baytown Crime Control and Prevention
District's 2020 Action Plan.
A motion was made by Director Steele Arthur, and seconded by Director Lloyd J. Herrera to
suspend Item 2.b. to the May 12, 2020, CCPD Meeting. The vote was as follows:

Herrera, Director James Coker, Director Randall B. Strong, Director Steele Arthur

a. Presentation of the Baytown Crime Control and Prevention District Hot Spot and
Commercial Vehicle Enforcement (CVE) statistical report.
President Wheeler stated that the Baytown CCPD Hot Spots and CVE statistical reports have
been received.
4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District Special meeting is
scheduled for Tuesday, May 12, 2020, at 4:30 P.M., in the Council Chamber located at City
Hall, 2401 Market Street, Baytown, Texas 77520.
Assistant General Manager Kevin Troller thanked the board members for their service and
willingness to work with the staff during this COVID-19 disaster and reminded them that the
next CCPD meeting is scheduled for May 12th at 4:30 P.M.
5. ADJOURN
With there being no further business to discuss, President Wheeler adjourned the April 14,
2020, CCPD Board Regular Meeting at 4:41 P.M.
