2020 06 04 MDD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT June 41 2020 The Board of Directors of the Baytown Municipal Development District (MDD) met in a Regular Meeting on Thursday, June 4, 2020, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brandon Capetillo Chris Presley Laura Alvarado Suhey Rios -Alvarez Charles Johnson Robert C. Hoskins Heather Betancourth Mary Hernandez David P. Jirrels Rick Davis Karen Horner Leticia Brysch President Vice President Secretary Director Director Director Director Director Director General Manager General Counsel Assistant Secretary President Brandon Capetillo convened the June 4, 2020, MDD Board Regular Meeting with a quorum present at 4:34 P.M., all members were present with the exception of Director Hernandez who arrived at 4:50 P.M. and Directors Englert and Himsel who were absent. 1. MINUTES a. Consider approving the minutes of the Municipal Development District Regular Meeting held on May 7, 2020. A motion was made by Director Robert C. Hoskins, and seconded by Secretary Laura Alvarado to approve the minutes of the Baytown Municipal Development District meeting held on May 17, 2020, as submitted. The vote was as follows: Ayes: President Brandon Capetillo, Vice -President Chris Presley, Secretary Laura Alvarado, Director Suhey Rios -Alvarez, Director Charles Johnson, Director Heather Betancourth, Director Robert C. Hoskins, Director David P. BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FY2020-21 PROPOSED BUDGET a. Conduct a public hearing concerning the Baytown Municipal Development District's Fiscal Year 2020-21 Proposed Budget. Finance Director Victor Brownlees presented the item and stated that the budget being proposed has not changed from the last meeting and was open to answering any questions. President Capetillo inquired into the Board's questions from the last meeting. General Manager Rick Davis stated that staff was still looking at the costs associated with the placement of lighting in the trail between the two parks; the programs for the Business Improvement Grant Program and Baytown Revolving Loan Fund is still in the process of being created but will include many of the ideas brought up by Director Presley; and the costs associated with the astro-turf remains the same as what was presented at the last meeting of S 1.6 million. b. Consider a resolution adopting the Baytown Municipal Development District Fiscal Year 2020-21 Budget. A motion was made by Secretary Laura Alvarado, and seconded by Director Mary Hernandez to approve Resolution No. 395, related to Item 3.b. Hoskins, Director David P. Jirrels Nays: None Other: Director Mary Hernandez (Not Present for Vote), Director David Himsel (Absent), Director Gary Englert (Absent) Approved RESOLUTION NO. 395 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2020, AND ENDING SEPTEMBER 30, 2021; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. MDD Board Regular Meeting Minutes June 4, 2020 Page 3 of 6 3. REPORTS a. Receive the MDD Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2020. Finance Director Victor Brownlees presented the District's financial and investments reports for the quarter ending March 31, 2020. Mr. Brownlees reported that at this time, the financials seem to be right in line with the current climate and noted that staff will continue to look at the revenue projections in order to respond to any changes due to COVID. 4. EXECUTIVE SESSION a. Recess into and conduct an executive session pursuant to Section 551.072 of the Texas Government Code to deliberate the purchase of real property for a development project. At 4:48 P.M. President Capetillo recessed into and conducted an executive session pursuant to Section 551.072 of the Texas Government Code to deliberate the purchase of real property for a development project. At 5:29 P.M. President Capetillo reconvened the Open Meeting of the City Council Regular Meeting and announced that in accordance with Section 551.102 of the Texas Open Meetings Act, no action was taken in the Executive Session. 5. MANAGER'S REPORT a. The next Baytown Municipal Development District meeting is scheduled for Thursday, July 2, 2020, at 4:30 p.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas, 77520. There was no report. 6. ADJOURN With there being no further business to discuss, President Capetillo adjourned the June 4, 2020, MDD Board Regular Meeting at 5:29 P.M.
