2020 03 18 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY March 18, 2020 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting on Wednesday, March 18, 2020, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President (In Person) Mike Wilson Vice President (In Person) Frank McKay III Secretary (Teleconference) Brandon Benoit Director (Teleconference) Nick Woolery Presiding Manager Ignacio Ramirez, Sr. General Counsel Leticia Brysch Assistant Secretary President Brenda Bradley Smith convened the March 18, 2020, BAWA Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Harland Forrest who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Area Water Authority Regular Meeting held on February 19, 2020. A motion was made by Vice President Mike Wilson, and seconded by Secretary Frank McKay III to approve the minutes of the Baytown Area Water Authority Regular Meeting, held on February 19, 2020, as submitted. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank McKay III, Director Brandon Benoit Nays: None Other: Director Harland Forrest, Jr. (Absent) Approved 2. EXECUTIVE SESSION a. Recess into and conduct an executive session pursuant to Sections 551.071 of the Texas Government Code to seek the advice of the Authority's attorneys on legal matters related to the Baytown Area Water Authority East District Water Treatment Plant. At 4:33 P.M., President Brenda Bradley Smith recessed into and conducted an executive session pursuant to Sections 551.071 of the Texas Government Code to seek the advice of the BAWA Board Regular Meeting Minutes March 18, 2020 Page 2 of Authority's attorneys on legal matters related to the Baytown Area Water Authority East District Water Treatment Plant. At 5:06 P.M., President Bradley Smith reconvened the open meeting and announced that in accordance with Section 551.102 of the Texas Open Meetings Act, no action was taken in the executive session. 3. PROPOSED RESOLUTIONS a. Consider a resolution authorizing Change Order No. 8 with Pepper Lawson Waterworks, LLC, for the BAWA 6 MGD Surface Water Treatment Plant. Andrea Brinkley, Assistant Director of Public Works Capital Improvement Projects submitted an overview of the agenda item and stated that there are eight items included with this change order and there is also a significant reduction in the amount of ($300,000) for permit fees related to work that was not required by the contractor. Ms. Brinkley further stated that due the permit savings there is enough in permit allowance to be used for additional permits if the need should arise. A motion was made by Vice President Mike Wilson, and seconded by Director Brandon Benoit to approve Resolution No. 2020-04 related to Item No. 3.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank McKay III, Director Brandon Benoit Nays: None Other: Director Harland Forrest, Jr. (Absent) Approved RESOLUTION NO.2020-04 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY AUTHORIZING CHANGE ORDER NO. 8 WITH PEPPER LAWSON WATERWORKS, LLC, FOR THE BAWA 6 MGD SURFACE WATER TREATMENT PLANT PROJECT IN THE AMOUNT OF FORTY THOUSAND NINE HUNDRED EIGHTY-NINE AND 07/100 DOLLARS ($40,989.07); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. REPORTS a. Receive an update regarding the Baytown Area Water Authority East Plant Project. BAWA Board Regular Meeting Minutes March 18, 2020 Page 3 of 4 Andrea Brinkley, Assistant Director of Public Works Capital Improvement Projects presented the Baytown Area Water Authority Board an update regarding the Baytown Area Water Authority East Plant Project and noted the following updates: Official contract schedule is on target for completion in May of 2021; however they are ahead of schedule and are projecting a completion date of summer 2020. • Offsite Water Transition Line is at 72% of completion and scheduled to be complete by the time the water goes online; • Low Lift Pump Station and Four -Bay are at 97% completion, pumps are installed, equipment conditioning is ongoing and scheduled for completion at the end of April; • Rapid Mixer and Pulse Bed Clarifier equipment is installed, slide gates are in, and currently equipment is being tested with the permanent power supply to ensure proper system function. Additionally, there is currently interior piping that is being worked on but that the equipment manufacture is working on preparation for designing a training program; • Electrical Building is at 95% complete with permanent power and currently working on the interior panels; • Operations Building at 80% of completion with roof completion and currently sheet rock is being installed and painting is being commenced; • Transfer Pump Station, piping painting is complete, vertical units for the chemical coils for injection of disinfection chemicals are complete; • High Service Pump Station is at 98% completion and contractors are currently finishing up painting; • Generator is hooked up to the controls (Switchgear) and currently in the testing phase. Furthermore as a look ahead Mrs. Brinkley provided the Board an overview of the next three months and noted that staff training will start in mid -April and last five to six months, followed by commissioning of the entire treatment train in May or June for a 43 day startup and water production timeframe. Mr. Brinkley further noted that details are currently being worked out for the training such as how does the water come in, how does it flow, what chemicals do we need, and etc. President Brenda Bradley Smith questioned if the individuals to be trained are already hired; how many employees will be needed at each plant; and is there is contingency plan in place should a situation arise where several employees are out sick at the same time. Assistant Public Works Director Utilities Division, Sterling Beaver responded that all personnel is hired and there will be ten staff members at each plant, which includes operations personnel, maintenance workers, supervisors, and etc. Mr. Beaver further noted that there is a plan currently in place at the moment due to the COVID-19 pandemic and that the plant could be fully operational at half- staff. Presiding Manager Nick Woolery further added that there is a continuity of operations plan and processes in place to avoid situations such as these and that there are changeovers in shifts and extra disinfection in place at the moment. 5. The next Baytown Area Water Authority meeting is scheduled for Wednesday, April 15, 2020, at 9:00 a.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Presiding Manager Nick Woolery thanked Staff for their support during this diverse meeting structure due to the COVID-19 pandemic and announced the next Baytown Area Water Authority meeting is scheduled for Wednesday, April 15, 2020, at 9:00 a.m. 6. ADJOURN A motion was made by Director Brandon Benoit, and seconded by Vice President Mike Wilson to adjourn the March 18, 2020, BAWA Board Regular Meeting.
