August 11, 2020
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, August 11, 2020, at 4:31 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the August 11, 2020, CCPD Board Special Meeting with a quorum
present at 4:31 P.M., all members were present with the exception of Director Herrera who was
absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on June 9, 2020.
A motion was made by Director Randall B. Strong, and seconded by Director James Coker to
approve the minutes of the Baytown Crime Control and Prevention District Regular Meeting held
on June 9, 2020, as submitted. The vote was as follows:
Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Randall B.
Strong, Director James Coker, and Director Steele Arthur
Nays: None
Other: Director Lloyd J. Herrera (Absent)

2. CCPD CONTINUATION ELECTION
a. Consider a resolution approving an amendment to the Baytown Crime Control and
Prevention District FY2019-2020 Budget to reprogram funds from the contingency/new
initiatives (20601-99002) to Elections (20601-74070) to cover the election services costs
associated with the District's November 3, 2020, Continuation Election.

Assistant General Manager Kevin Troller presented the item and stated that this proposed
resolution approves an amendment to the Baytown Crime Control and Prevention District
FY2019-2020 Budget to reprogram funds from the contingency/new initiatives (20601-99002) to
Elections (20601-74070) to cover the election services costs associated with the District's
November 3, 2020, Continuation Election, in the amount of $30,000.He stated that the staff had
received the estimated costs for the District's continuation election from Harris County in the
amount of $68,224.20, with a deposit of $40,934.52 and $10,000 from Chambers County with a
deposit of $500.000. The elections line item has $29,469.10 and will need the additional monies
to cover the costs of the deposits, some translations, educational materials and other miscellaneous
cost in this year's budget, which is why staff is requesting the $30,000 transfer. He noted that the
increases in costs are due in part by (1) an increase in registered voters, which is used to calculate
the Harris County portion of the election costs, (2) the addition of the county -wide polling places
(800 locations) on Election Day, and (3) the additional week of early voting (100 locations) with
extended hours for a total of three weeks of early voting versus just two weeks. Mr. Troller stated
that next year's budget has $60,000 budgeted for elections, so there is sufficient monies for any
expenses after September 30th, staff just needs the additional monies to get through the rest of the
fiscal year and any monies not used, will roll over to next year.
A motion was made by Director Randall B. Strong, and seconded by Vice President Dr. Chris L.
Warford to approve Resolution No. 69, related to Item 2.a. The vote was as follows:

RESOLUTION NO. 69
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT AMENDING THE
BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S FISCAL
YEAR 2019-2020 BUDGET BY REPROGRAMMING THIRTY THOUSAND
AND 00100 DOLLARS ($30,000.00) FROM CONTINGENCY/NEW
INITIATIVES TO ELECTIONS FOR COVERING ELECTION SERVICES
COSTS ASSOCIATED WITH THE DISTRICT'S NOVEMBER 3, 2020,
CONTINUATION ELECTION; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
b. Receive an update regarding the CCPD November 3, 2020, Continuation Election and
related educational materials.
Media Specialist Lloyd Lively presented the board with the educational materials related to the
CCPD November 3, 2020, Continuation Election, which included a flyer, video and messaging for

social media. He noted that this information will be accessible via the City's website, social media,
Channel 16 and other materials in English, Spanish, Vietnamese and Chinese (traditional).
3. PROPOSED RESOLUTIONS
a. Consider a resolution approving the Baytown Crime Control and Prevention
District's Investment Policy and Strategy Statement in accordance with the Public Funds
Investment Act, Section 2256.005(e) for (i) the addition of an investment officer and (ii) the
addition and deletion of broker/dealers.
A motion was made by Director James Coker, and seconded by Director Steele Arthur to approve
Resolution No. 70, related to Item 3.a. The vote was as follows:

Strong, Director James Coker, and Director Steele Arthur

RESOLUTION NO. 70
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THE
BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S
INVESTMENT POLICY AND STRATEGY STATEMENT; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
4. REPORTS
a. Receive the Baytown Crime Control and Prevention District's Quarterly Financial
and Investment Reports for the Quarter Ending June 30, 2020.
Finance Director Victor Brownlees presented the item and stated that the District's financials
remain robust. He noted that the revenues continue to be strong and on target even through
COVID, so staff remains optimist, yet cautious.
5. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, October 13, 2020, at 4:30 P.M.
Assistant General Manager Kevin Troller stated that the next meeting is scheduled for October
13th where at that time, they will call for a special meeting on November 17th to canvass the
results of the District's continuation election.
