2020 02 25 FCPEMSD MinutesMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT February 25, 2020 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Tuesday, February 25, 2020, at :3 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President John Adkins Vice -President Maurice Watts Director Barry L. Hawkins Director Rick Davis General Manager Trevor Fanning Assistant General Counsel Leticia Brysch Secretary President Brenda Bradley Smith convened the February 25, 2020, FCPEMSD Board Special Meeting with a quorum present at 4:40 P.M., all members were present with the exception of Directors Baldwin and Carr who were all absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 21, 2020. A motion was made by Vice President John Adkins, and seconded by Director Maurice Watts to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 21, 2020. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts other: Director Gerald Baldwin (Absent) and Director Richard Carr (Absent) Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution amending the Baytown Fire Control, Prevention Emergency Medical Services District FY2019-2020 Budget to reprogram funds from contingency/new initiatives to motor vehicles in order to allocate matching grant funds for the purchase of a Fire Apparatus (Hazmat Truck). FCPEMSD Special Meeting Minutes February 25, 2020 Page 2 of 4 General Manager Rick Davis presented the item and stated that Resolution No. 68 amends the Baytown Fire Control, Prevention and Emergency Medical Services District FY2019-2020 Budget to reprogram funds from Contingency/New Initiatives (20701-99001) to Motor Vehicles (84043) in order to allocate matching grant funds for the purchase of a Fire Apparatus (Hazmat Truck), in the amount of $100,000. The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards. Baytown Fire Department is applying for $1,000,000 grant which requires 10% local match; if awarded the monies would be used to purchase a Hazmat Truck. Mr. Davis noted that this is an opportunity that the City did not want to pass up. He noted that the grant in question, if granted, would give the Fire Department $900,000, to purchase fire apparatus, and the City would have to provide a grant match in the amount of $100,000, which staff believes is an excellent investment. Mr. Davis further noted that this allocation from the District will allows staff to meet the designated grant submission timeline; however, staff is looking at alternative accounts in the Fire Department's general fund to cover the grant match amount. A motion was made by Vice President John Adkins, and seconded by Director Barry L Hawkins approving Resolution No. 68, regarding agenda Item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts Other: Director Gerald Baldwin (Absent) and Director Richard Carr (Absent) Approved RESOLUTION NO. 68 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2019-2020 BUDGET FOR MATCHING GRANT FUNDS FOR THE PURCHASE OF A FIRE APPARATUS (HAZMAT TRUCK); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Consider a resolution amending the Baytown Fire Control, Prevention and Emergency Medical Services District FY2019-2020 Budget to reprogram funds from the contingency/new initiatives (20701-99001) to Machinery & Equipment (84042) for the purchase of a trailer and additional equipment needed for the marine firefighting boat. General Manager Rick Davis presented the item and stated that Resolution No. 69 approves a budget appropriation transfer within the Baytown Fire Control, Prevention and Emergency Medical Services District FY2019-2020 Budget from the Contingency/New Initiatives (20701- 99001) line item to Machinery & Equipment (84042) in order to purchase a trailer and additional equipment needed for the marine firefighting boat. Mr. Davis noted that the City's new marine firefighting boat requires the separate purchase of a trailer to move the equipment as needed and the $13,000 will be allocated for the purchase of said trailer. The trailer is a McClain Trailers Triple Axle aluminum boat trailer with all stainless steel hardware. Additionally, the boat requires that it be outfitted with specific equipment; therefore $12,000 will be allocated for the purchase said equipment that will include: a second valve monitor, life jackets, boat hooks, extra hardware, foul weather gear, etc. Mr. Davis stated that the boat is schedule to arrive sometime in April, at which time, the staff will make it available for the District to tour at a future meeting. In response to a questions form the Board regarding why the trailer is being purchased after the board, Chief Dobson noted that staff was aware that it would need the trailer for the board, but did not have the needed monies to purchase it at that time. A motion was made by Director Barry L Hawkins, and seconded by Vice President John Adkins approving Resolution No. 69, regarding agenda Item 2.b. General Manager Rick Davis stated that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, April 21, 2020, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. 4.
