2020 04 21 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT April 21, 2020 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 21, 2020, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Maurice Watts Barry L. Hawkins Richard Carr Rick Davis Trevor Fanning Leticia Brysch President Vice -President Director Director Director General Manager Assistant General Counsel Secretary President Bradley Smith convened the April 21, 2020, FCPEMSD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Baldwin who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on February 25, 2020. A motion was made by Director Barry L Hawkins, and seconded by Director Richard Carr to approve the minutes of the FCPEMSD February 25, 2020, meeting with the noted correction on page 2. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L. PROPOSED RESOLUTION a. Consider a resolution setting a Special Baytown Fire Control, Prevention and Emergency Services District Meeting to be held on Tuesday, May 19, 2020. A motion was made by Vice President John Adkins and seconded by Director Barry L. Hawkins approving Resolution No. 70, regarding agenda Item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L. Hawkins, Director Maurice Watts, Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved RESOLUTION NO. 70 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT CALLING A SPECIAL BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT MEETING TO BE HELD ON MAY 19, 2020, AT 4:30 P.M. IN THE COUNCIL CHAMBER OF CITY HALL; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. b. Consider a resolution adopting the Baytown Fire Control, Prevention and Emergency Medical Services District's 2020 Action Plan. Fire Chief Kenneth Dobson stated that the District's 2020 Action Plan being presented was not complete as it was missing the budget information. He noted that staff is still working on identifying the projected revenues because of the COVID-19 disaster's impact to the sales tax revenues, but would have everything completed by the next meeting. Chief Dobson noted that the 2020 plan has three main strategies: (1) Fire Training Field, (2) Fire and EMS Personnel (Training, QA/QI, and (3) Fire & EMS Equipment/Apparatus, which he will describe in more detail at the next meeting when it is finalized. A motion was made by Vice President John Adkins and seconded by Director Richard Carr to suspend Item 2.b to the FCPESMD May 19, 2020, Special Meeting. Receive the Fire Control Prevention and Emergency Medical Services District Annual Evaluation for FY2018-2019. Fire Chief Dobson, in compliance with Section 344.152 of the Local Government Code presented the Board with an annual evaluation "of the impact, efficiency and effectiveness of new or expanded fire control, prevention and emergency medical services programs" for the last fiscal year, 2018-201. He noted the issuance of 8 million dollars in debt for Phase III of the fire training field and detailed the completed and pending construction; such as the classroom and industrial props. He also noted that purchase of apparatus, such as the new ambulance that went into service in July/August and much needed equipment; such as the 20 sets of bunker gear in support of the Fire Department's extra protective gear program. b. Present an update regarding the Baytown Fire Training Field. Chief Dobson presented the item and noted that the fire training field is a little ahead of schedule and if all goes well, should be competed in the fall. He noted that staff has to work on creating fees, schedules, and rules in order to make the field available for outside use as soon as possible. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District Special meeting is scheduled for Tuesday, May 19, 2020, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Rick Davis noted that the next meeting in May will be a special meeting to handle the new budget schedule and thanks the board for their continued support of the staff during this difficult time. 5. ADJOURN With there being no further business to discuss, President Bradley Smith adjourned the April 21, 2020, FCPEMSD Board Regular Meeting at 4:46 P.M.
