2020 08 18 FCPEMSD MinutesMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT August 18, 2020 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Tuesday, August 18, 2020, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Maurice Watts Richard Carr Gerald Baldwin Rick Davis Trevor Fanning Angela Jackson President Vice -President (Teleconference) Director Director Director (Teleconference) General Manager Assistant General Counsel Deputy Secretary President Bradley Smith convened the August 18, 2020, FCPEMSD Board Special Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Hawkins who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on June 16, 2020. A motion was made by Director Richard Carr, and seconded by Director Maurice Watts to approve the minutes of the Baytown Fire Control, Prevention and EMS District regular meeting held on June 16, 2020, as submitted. FCPEMSD CONTINUATION ELECTION a. Consider a resolution approving an amendment to the Baytown Fire Control, Prevention and Emergency Medical Services District FY2019-2020 Budget to reprogram funds from the contingency/new initiatives (20701-99001) to Elections (20701-74070) to cover the election services costs associated with the District's November 3, 2020, Continuation Election. Deputy Secretary Angela Jackson presented the item and stated that this proposed resolution approves an amendment to the Baytown Fire Control, Prevention and Emergency Medical Services District FY2019-2020 Budget to reprogram funds from the contingency/new initiatives (20701- 99001) to Elections (20701-74070) to cover the election services costs associated with the District's November 3, 2020, Continuation Election, in the amount of $30,000. She further noted that on July 31, the City Clerk's Office received the estimated costs for the Baytown Fire Control, Prevention and EMS District's (the "District") election services from Harris County in the amount of $68,224.20, with a deposit of $40,934.52 due with the executed agreement no later than September 7th. The District's elections budget has $28,425.18 and staff will need additional monies to cover the Harris County deposit; however, as there are still other elections costs that will need to be covered to include (1) the elections deposit for the Chambers County, (2) the translations and production of educational materials and (3) some publication costs before the end of the fiscal year, staff is requesting $30,000; any monies not used will roll over to next year. Ms. Jackson noted that the increase in election costs for Harris County are due to: (1) an increase in registered voters, which is used to calculate the Harris County portion of the election costs, (2) the addition of the county -wide polling places (800 locations) on Election Day, and (3) the additional week of early voting (100 locations) with extended hours for a total of three weeks of early voting versus just two weeks. Mrs. Jackson closed by stating that staff recommended approval of the item. A motion was made by Vice President John Adkins, and seconded by Director Richard Carr to approve Resolution No. 77, related to Item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Maurice Watts, Director Richard Carr, and Director Gerald Baldwin Nays: None Other: Director Barry L Hawkins (Absent) Approved RESOLUTION NO. 77 FCPEMSD Special Meeting Minutes August 18, 2020 Page 3 of 5 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2019- 202E BUDGET BY REPROGRAMMING THIRTY THOUSAND AND NO'100 DOLLARS ($30,000.00) FROM CONTINGENCY/NEW INITIATIVES TO ELECTIONS FOR ELECTION SERVICES COSTS ASSOCIATED WITH THE DISTRICT'S NOVEMBER 3, 2020, CONTINUATION ELECTION; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. b. Receive an update regarding the Baytown FCPEMSD November 3, 2020, Continuation Election and related educational materials. Media Specialist Lloyd Lively presented the board with the educational materials related to the FCPEMSD November 3, 2020, Continuation Election, which included a flyer, video and messaging for social media. He noted that this information will be accessible via the City's website, social media, Channel 16 and other materials in English, Spanish, Vietnamese and Chinese (traditional). 3. PROPOSED RESOLUTIONS a. Consider a resolution approving the Baytown Fire Control, Prevention, and Emergency Medical Services District's Investment Policy and Strategy Statement in accordance with the Public Funds Investment Act, Section 2256.005(e) for (i) the addition of an investment officer and (ii) the addition and deletion of broker/dealers. A motion was made by Director Richard Carr, and seconded by Director Maurice Watts to approve Resolution No. 78, related to Item 3.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Maurice Watts, Director Richard Carr, and Director Gerald Baldwin Nays: None Other: Director Barry L Hawkins (Absent) Approved RESOLUTION NO. 78 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT ADOPTING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S INVESTMENT FCPEMSD Special Meeting Minutes August 18, 2020 Page 4 of 5 POLICY AND STRATEGY STATEMENT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. REPORTS a. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2020. Finance Director Victor Brownlees presented the item and stated that the sales tax remains robust, remarkably so. He noted that he had been looking across the area as it relates to sales tax and noted that the District is not an outlier, as a few other cities are experiencing this type of sales tax collection. However, there are some that have seen declines; such as, the City of Houston. He noted that the District's sales tax remains solid and his only concern is whether this is sustainable. Mr. Brownlees noted that he doubted that this type of collection could be sustained and there is no continued stimulus going into the people's pockets and as such, he anticipated some type of decline, but for now, things still looked good. Mr. Brownlees noted that on the expenditure side, again, the District is in good shape. Generally, the staff underspent on some items, but overall, everything is moving along and fund balance is in good shape. b. Present an update regarding the Baytown Fire Training Field. Assistant Chief Aaron Smith presented the item and presented the board members with pictures and video of the construction process for the Fire Training Field. He noted that construction is going well and the project has not really been impacted by the COVID-19 disaster. At this time, the contractor is working on completing the carpet installation, painting, the glazing the window, and other such items in the building. He further noted that the pond has been dug and will serve as the supply to the firewater system. Plumbing is not yet completed as they are waiting for the pumps, but in the meantime, they are hanging -up a dummy pipe on the pipe racks. Chief Smith noted that staff hopes to have a grand opening sometime in December. 5. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, October 20, 2020, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.
