The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services
District (FCPEMSD) met in a Regular Meeting on Tuesday, October 20, 2020, at 4:30 P.M., in the
Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with
the following in attendance:

President Bradley Smith convened the October 20, 2020, FCPEMSD Board Regular Meeting
with a quorum present at 4:30 P.M., all members were present with the exception of Directors
Baldwin and Carr who were absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Special Meeting held on August 18, 2020.
A motion was made by Director Barry L Hawkins, and seconded by Director Maurice Watts to
approve the minutes of the Baytown Fire Control, Prevention and Emergency Medical Services
District Special Meeting held on August 18, 2020, as submitted. The vote was as follows:
Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Maurice
Watts, and Director Barry L Hawkins
Nays: None
Other: Director Gerald Baldwin and Director Richard Carr (Absent)

2. PROPOSED RESOLUTIONS
a. Consider a resolution setting a Special Baytown Fire Control, Prevention, and
Emergency Medical Services District Meeting to be held on Tuesday, November 17, 2020.
City Manager Rick Davis stated that the proposed resolution calls for a setting a Special Baytown
Fire Control, Prevention, and Emergency Medical Services District (the "District") Meeting to be
held on Tuesday, November 17, 2020, at 7:15 P.M. in the Baytown Conference Room of City Hall,
in order for the Board to canvass the election results of its continuation election held on November
3, 2020.
He further stated that pursuant to Section 67.002 of the Texas Election Code, the District must
conduct the official canvass, allowing for the examination of the votes cast in the election and the
reading of the election's total results. Harris County has notified staff that the unofficial election
results will be sent to the entities on November 17th at 4:30 P.M. Since November 17th is the last
day under state law that the District can canvass its results for this election, this meeting is being
called at a later time frame to allow sufficient time to combine the results with those of Chambers
County.
Mr. Davis recommended the approval of this item.
A motion was made by Director Maurice Watts, and seconded by Director Barry L Hawkins to
approve Resolution No. 79, related 2.a. The vote was as follows:

MEETING TO BE HELD ON NOVEMBER 17,2020, AT 7:15 P.M.IN THE
BAYTOWN CONFERENCE ROOM OF CITY HALL; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.

3. REPORTS
a. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending September
30, 2020.
Finance Director Victor Brownlees presented the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Quarterly Investment Report, for the Quarter ending
September 30, 2020, is submitted for review in accordance with the Public Funds Investment Act,
Section 2256.023 (a) and (b). Mr. Brownlees noted that the sales tax revenue has been robust and
is a shade ahead of where it was last year at this time. He also noted that the expenditures are
down due to a hold on large purchases, which was done as a precaution in response to COVID.
Mr. Brownlees stated that the board earned $295.51 on its investments and noted that overall the
district is in good financial shape.
b. Present an update regarding the Baytown Fire Training Field.
Assistant Fire Chief Aaron Smith presented the board an update regarding the Baytown Fire
Training Field and noted that the project is progressing well and they hope to have a ribbon -cutting
ceremony to the new facility early next year.
4. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, November 17, 2020, at 7:00 p.m. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas
City Manager Rick Davis reminded the board that their special meeting to canvass the election
results of the FCPEMSD continuation will be November 17, 2020, at 7:15 P.M. in the Baytown
Conference Room.
5. ADJOURN
With there being no further business to discuss, President Bradley Smith adjourned the October
20, 2020, FCPEMSD Board Regular Meeting at 4:39 P.M.
