2021 01 19 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT January 19, 2021 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 19, 2021, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Maurice Watts Richard Carr Barry L Hawkins Rick Davis Trevor Fanning Leticia Brysch President Vice -President (Teleconference) Director Director Director (Teleconference) General Manager Assistant General Counsel Secretary President Bradley Smith convened the January 19, 2021, FCPEMSD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Baldwin who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on October 20, 2020. b. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on November 17, 2020. A motion was made by Director Maurice Watts, and seconded by Director Richard Carr to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on October 20, 2020 and the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on November 17, 2020, both as submitted. PROPOSED RESOLUTIONS a. Consider a resolution amending the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2020-2021 Budget, in order to transfer monies, from Contingency/New Initiatives (20701-99001) to Outside Contracts (20701- 74032), for the lease and installation of a propane tank for the Baytown Fire Training Field Industrial Prop. Fire Chief Kenneth Dobson presented the item and stated that the proposed resolution amended the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2020-2021 Budget, in order to transfer $13,000, from Contingency / New Initiatives (20701- 99001) to Outside Contracts (20701-74032 ) for the lease and installation of a 12,000-gallon propane tank for the Fire Training Field Industrial Prop. He stated that the funding is needed for this purchase and initial installation, crane rental, and, railroad commission fees associated with propane storage, which will allow them to refill the tank every two weeks or so instead of daily. He noted that in addition to the initial costs, there will also be an annual lease of $50.00 for the tank. A motion was made by Director Barry L Hawkins, and seconded by Vice President John Adkins to approve Resolution No. 81, related to Item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, and Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved RESOLUTION NO. 81 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL,PREVENTION,AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL,PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2020- 2021 BUDGET BY REPROGRAMMING THIRTEEN THOUSAND AND NO/100 DOLLARS (SI3,000.00)FROM CONTINGENCY/NEW INITIATIVES TO OUTSIDE CONTRACTS FOR THE LEASE AND INSTALLATION OF A 125000-GALLON PROPANE TANK FOR THE BAYTOWN FIRE TRAINING FIELD INDUSTRIAL PROP;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. BUSINESS ITEMS FCPEMSD Regular Meeting Minutes January 19, 2021 Page 3 of a. Consider the election of the President and Vice President and the appointment of the Secretary. A motion was made by Director Maurice Watts, and seconded by Director Richard Carr to elect/appoint the current officers; i.e., Brenda Bradley Smith, President; John Adkins, Vice President; and the City Clerk, Secretary. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, and Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved b. Consider setting the dates, times and location for the Baytown Fire Control, Prevention, and Emergency Medical Services District meetings for 2021. A motion was made by Director Barry L Hawkins, and seconded by Director Maurice Watts to approve the 2021 FCPEMSD meetings to take place in the Baytown Conference Room, beginning at 4:30 P.M., and on the following dates: • Tuesday, April 20, 2021; • Tuesday, May 18, 2021; • Tuesday, June 15, 2 02 1; • Tuesday, July 20, 2021; and • Tuesday, October 19, 2021. REPORTS a. Receive the Baytown Fire Control Prevention and EMS District Financial and Investment Reports for the Quarter Ending December 31, 2020. FCPEMSD Regular Meeting Minutes January 19, 2021 Page 4 of 4 Finance Director Victor Brownlees presented the Baytown Fire Control Prevention and EMS District's (FCPEMSD) Quarterly Investment Report, for the Quarter Ending December 31, 2020, is submitted for review in accordance with the Public Funds Investment Act, Section 2256.023 (a) and (b). He noted that revenues remain strong and recommended that the Board consider the purchase of fire apparatus with the accumulated monies. As the discussion of the purchase of fire apparatus was not listed on the agenda President Smith requested that said item be placed as an agenda item on the District's April agenda. b. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Derrick Gaskins have the members an overview of the progress of the fire field and noted that it is about 99% complete and if all goes well, the staff is prepared to have a ribbon cutting ceremony for this project March of this year. 5. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, April 20, 2021, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Rick Davis reminded the board of their next meeting and gave them an overview of the I.V.P. machines used in certain city buildings to help with a number of viruses. Mr. Davis asked the members to consider purchasing said machines for the City's fire stations. President Smith requested that a discussion item regarding the purchase of these I.V.P units be placed on the April agenda for discussion as well. 6.
