RESOLUTION NO. 1263
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ADOPTING AN EMERGENCY RESPONSE PLAN FOR THE FRED
HARTMAN BRIDGE; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, with the opening of the Fred Hartman Bridge, an
agreement between the City of Baytown and the City of La Porte is
needed to provide timely responses to fire and medical emergencies
occurring on the bridge; and
WHEREAS, the agreement provides for response from the City of
Baytown to emergencies occurring in the southbound lanes and
response from the City of La Porte to emergencies occurring in the
northbound lanes; and
WHEREAS, the administrations of both cities are in agreement
as to the procedures provided for in the Emergency Response Plan;
NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1 : That the City Council of the City of Baytown,
Texas, adopts the Emergency Response Plan for the Fred Hartman
Bridge, a copy of which is attached hereto as Exhibit "A" and is
incorporated herein and made a part hereof for all purposes .
Section 2 : This resolution shall take effect immediately from
and after its passage by the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown this the 24th day of October,
1995 .

REFERENCE: EMERGENCY RESPONSE PLAN FOR THE HARTMAN BRIDGE
The City of La Porte and the City of Baytown have entered into a reciprocal response agreement
to provide timely responses to Fire and Medical emergencies occurring on the Hartman Bridge.
The bridge will be divided into two response zones, Southbound and Northbound:
Southbound zone is defined as the southbound lanes of State Highway 146 beginning at
the northern end where SH 146 and Loop 201 split; continuing southbound across the
suspension bridge to the southern end where SH 146 intersects with SH 225. The City of
Baytown will be responsible for all incidents in the southbound zone.
Northbound zone is defined as the northbound lanes of State Highway 146 beginning at
the southern end where SH 146 intersects with SH 225; continuing northbound across the
suspension bridge to the northern end where SH 146 and Loop 201 split. The City of La
Porte will be responsible for all incidents in the northbound zone.
Emergency calls for service for Fire and/or EMS would be dispatched to the appropriate agency
based on reported location of the incident. For example:
1. Major accident, northbound SH 146 on the suspension bridge, would receive a response
from the City of La Porte's EMS and/or Fire Departments.
2. Sick call, southbound SH 146 just north of the SH 225 exit, would receive a response
from the City of Baytown EMS Department.
3. Chemical spill, unknown direction of travel, would receive a response from both City
Fire and Rescue agencies. The agency arriving first will assume command and the other
agency would assist as needed.
NOTE: The City of Baytown utilizes a medical first responder program whereby a
Fire apparatus is dispatched with the EMS unit to certain medical calls (i.e.,
heart attacks, major accidents, difficulty breathing, etc,).

The purpose of this plan is to ensure a timely response to critical incidents. Therefore, each entity
is encouraged to notify and request assistance from the other entity should a response time delay
occur or be anticipated.
Calls for service shall be transferred or relayed to the agency that will respond. Call takers must
determine the direction of travel in order to route the telephone call properly. Answering and
processing 911 cellular calls will be most critical as ALI and AM data is not available at this time.
Law enforcement calls for service will continue to be processed and handled as we currently do
for the tunnel. Discussions are ongoing between all entities to develop a response plan for police
incidents on the bridge. When that procedure is finalized it will be distributed.
This procedure is an excellent example of how our two cities work together to serve the public.
