RESOLUTION NO. 1216
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AMENDING THE 1993-1994 COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS BUDGET; AUTHORIZING SUBMISSION OF THE
AMENDMENT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, the City of Baytown by Resolution No. 1184 did
establish the 1993-1994 Community Development Block Grant Funds
Budget also known as the Community Development Block Grant Final
Statement of Objection and Projected Use of Funds; and
WHEREAS, the Community Development staff conducted a review of
all of the previous Community Development Block Grant (CDBG)
program years and discovered approximately $100, 000 of unprogrammed
funds that can be used to augment the present CDBG program year
(B-93-MC-48-0033) ; and
WHEREAS, the City of Baytown must consolidate all of the
unprogrammed CDBG funds into the present CDBG program through a
formal amendment process and transmit the Amendment to the U.S.
Department of Housing and Urban Development; and
WHEREAS, the Community Development Advisory Committee reviewed
the Amendment at their June 27, 1994, meeting and unanimously
approved said document; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown
hereby amends the 1993-1994 Community Development Block Grant Funds
Budget also known as the Community Development Block Grant Final
Statement of Objectives and Projected Use of Funds as stated in the
attached Exhibit "A. "
Section 2: That the City Manager is hereby authorized to
submit said Amendment to the U. S. Department of Housing and Urban
Development.
Section 3 : This resolution shall take effect immediately from
and after its passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED, by the affirmative vote of the
City Council of the City of Baytown this the 14th day of July,

1993 CDBG FINAL STATEMENT OF OBJECTIVES
AND PROJECTED USE OF FUNDS
* A M E N D M E N T *
The overall objectives of the Community Development Block
Program for the City of Baytown, Texas is the development of viable
urban communities by providing decent housing, a suitable living
environment and expanding economic opportunities, principally for
persons of low to moderate income in the Community Development
Target Area. Each activity as outlined in the City' s 1993 CDBG
Final Statement of Objectives and Projected Use of Funds addresses
the objective for the CDBG Program.
In order to continue the revitalization efforts the City is
reprogramming CDBG funds from older program years into the 1993
CDBG Program to accomplish two (2) projects that were previously
submitted. There is approximately $100, 000 available and the
projects to be funded are as follows :
*PARKS IMPROVEMENTS IN THE COMMUNITY
DEVELOPMENT TARGET AREA
A. Central Heights Park- Project to include constructing
a concrete beam/retainer to form a defined perimeter for
the new play area, installation of a new modular play
unit, relocation and/or discard of existing equipment, as
appropriate and a sidewalk to insure easy access to the
play area Project is located in Census Tract #264 and
the statuatory references are 24CFR570 .201 (c) /
24570 .208 (a) (1) .
EXHIBIT A
*SANITARY SEWER AND STREET IMPROVEMENTS IN THE COMMUNITY
DEVELOPMENT TARGET AREA $80, 000
A. Huggins Street Sanitary Sewer Project -
This project is designed to alleviate sanitary
sewer overflows on Huggins Street . The
plan involves installing a parallel sewer
system on the east side of Huggins Street to
provide additional flow capacity. The
existing line beneath the street is not sized
adequately to carry the necessary volume of
water during wet weather causing the system to
become surcharged and overflow out of the
manholes . The new line will extend from
Missouri Street northward to Michigan Street.
The project is located in Census Tract #273
and the statutory references are 24 CFR
570 .201 (c) /24 CFR 570.208 (a) (1) .
B. Airhart Drive Paving - This project
involves the installation of an asphalt
overlay on Airhart between Market and J.B.
LeFevre . The existing concrete street will
have spot repairs made to it followed by an a
1.5" asphalt overlay. This is similar to the
way that- Airhart was repaired between J.B.
LeFevre and Decker Drive. This is an
alternate activity should the Huggins Street
Sanitary Sewer Activity prove to be not
feasible. The project is located in Census
Tract #264 and the statutory references are
24 CFR 570 .201 (c) / 24 CFR 570 .208 (a) (1) .

This document represents the Amendment to the 1993 CDBG Program
and will be submitted to HUD once approved by the Mayor and
City Council .
