OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT
November 17, 2020
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, November 17, 20202, at 7:00 P.M., in the Baytown Conference
Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in
attendance:

President Wheeler convened the November 17, 2020, CCPD Board Special Meeting with a quorum
present at 7:00 P.M., all members were present with the exception of Directors Arthur and
Warford.
1. BAYTOWN CCPD NOVEMBER 3, 2020, CONTINUATION ELECTION
a. Canvass the returns of the Baytown Crime Control and Prevention District
continuation election held on November 3, 2020.
President Wheeler stated that the board is now conduct the canvass of the Baytown Crime Control
and Prevention District Continuation Election held on November 3, 2020 and noted that through
the Secretary, she was delivering the sealed precinct returns to the members. President Wheeler
noted that as the canvassing authority, they would prepare a tabulation of the votes for and against
Proposition A.
President read out the results as follows:
BAYTOWN CCPD CANVASS
November 3 2020 Continuation Election
Proposition A - Whether the Baytown Crime Control and
Prevention District should be continued for five (5) years and
the crime control prevention district sales and use tax should
be continued for rive (5) years.

President Wheeler delivered the precinct returns to the Secretary as the general custodian of
election records, who would preserve them for the period of 22 months, which is the retention
period for preserving precinct election records.
She noted that this concluded the canvass of the Continuation Election for the Baytown Crime
Control and Prevention District held on November 3, 2020, and stated that the official canvass
report is available by precincts if desired in the City Clerk's Office in City Hall and will be made
available through the public information request process.
b. Consider a resolution declaring the results of the Baytown Crime Control and
Prevention District continuation election held on November 3, 2020.
A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to
approve Resolution No. 72 related to Item 1.b. The vote was as follows:
Ayes: President Rikki Wheeler, Director Lloyd J. Herrera, Director James Coker, Director
Randall B. Strong, and Director Steele Arthur
Nays: None
Other: Vice President Dr. Chris L. Warford (Absent)

RESOLUTION NO. 72
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT CANVASSING THE
RETURNS OF THE CONTINUATION ELECTION HELD WITHIN THE
DISTRICT'S BOUNDARIES ON THE 3Ro DAY OF NOVEMBER, 2020, FOR
THE PURPOSE OF VOTING FOR OR AGAINST THE PROPOSITION OF
WHETHER THE BAYTOWN CRIME CONTROL AND PREVENTION
DISTRICT SHOULD BE CONTINUED FOR FIVE (5) YEARS AND THE
CRIME CONTROL AND PREVENTION DISTRICT SALES AND USE TAX
SHOULD BE CONTINUED FOR FIVE (5) YEARS; FINDING THAT NOTICE
OF THE CONTINUATION ELECTION WAS PROPERLY HELD AND THE
RETURNS THEREOF MADE BY THE PROPER OFFICIALS IN
ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
2. ADJOURN
With there being no further business to discuss, President Wheeler adjourned the November 17,
2020, CCPD Board Special Meeting at 7:07 P.M.
