2020 10 13 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT October 13, 2020 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, October 13, 2020, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Dr. Chris L. Warford Vice President Lloyd J. Herrera Director Randall B. Strong Director James Coker Director Kevin Troller Assistant General Manager Jerris Mapes Assistant General Counsel Leticia Brysch Secretary President Wheeler convened the October 13, 2020, CCPD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Arthur. 1. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Special Meeting held on August 11, 2020. A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to approve the minutes of the Baytown Crime Control and Prevention District Special Meeting held on August 11, 20202, as submitted. The vote was as follows: Ayes: President Rikki Wheeler, Director Lloyd J. Herrera, Director James Coker, and Director Randall B. Strong, and Vice President Dr. Chris L. Warford Nays: None Other: Director Steele Arthur (Absent) Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution setting a Special Baytown Crime Control and Prevention District Meeting to be held on Tuesday, November 17, 2020. Assistant City Manager Kevin Troller presented the item and stated that this proposed resolution calls for a setting a Special Baytown Crime Control and Prevention District (the "District") Meeting to be held on Tuesday, November 17, 2020, at 7:00 P.M. in the Baytown Conference CCPD Board Regular Meeting Minutes October 13, 2020 Page 2 of 3 Room of City Hall, in order for the Board to canvass the election results of its continuation election held on November 3, 2020. He noted that pursuant to Section 67.002 of the Texas Election Code, the Baytown Crime Control and Prevention District will conduct the official canvass, allowing for the examination of the votes cast in the election and the reading of the election's total results. Harris County has notified staff that the unofficial election results will be sent to the entities on November 17th at 4:30 P.M., since November 17th is the last day under state law that the District can canvass its results for this election; this meeting is being called at a later time frame to allow sufficient time to combine the results with those of Chambers County. Mr. Troller stated that staff recommended approval of the item. A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to approve Resolution No. 71 related to Item 2.a. Warford Nays: None Other: Director Steele Arthur (Absent) Approved RESOLUTION NO. 71 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT CALLING A SPECIAL BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT MEETING TO BE HELD ON NOVEMBER 17, 2020, AT 7:00 P.M. IN THE BAYTOWN CONFERENCE ROOM OF CITY HALL; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. THEREOF. 3. REPORTS a. Presentation of the Baytown Crime Control and Prevention District Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report. Police Chief Keith Dougherty presented the end of the fiscal year Hot Spot and Commercial Vehicle Enforcement statistics. b. Receive the Baytown Crime Control and Prevention District's Quarterly Financial and Investment Reports for the Quarter Ending September 30, 2020. CCPD Board Regular Meeting Minutes October 13, 2020 Page 3 of 3 Finance Director Victor Brownlees presented the Baytown Crime Control and Prevention District's (CCPD) Quarterly Investment Report, for the Quarter Ending September 30, 2020, is submitted for review in accordance with the Public Funds Investment Act, Section 2256.023 (a) and (b). Mr. Brownlees noted that the district's sales tax in a healthy 4% higher from last year at this time, and came in higher than what was budgeted. He also noted that expenditures for the district are down since big purchases were put on hold as a precaution in response to COVID. Mr. Brownlees stated that the district made $66.58 on their investments and noted that overall the district remains financially healthy. 4. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, November 17, 2020, at 7:00 P.M., in the Hallam Conference Room located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Kevin Troller reminded that members of the next CCPD special meeting to canvass their continuation election held on November 3, 2020, is November 17th at 7:00 P.M., in the Baytown Conference Room and not the Hullum Conference Room as it was noted on the posted agenda. 5.
