A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AMENDING THE 2019-2020 ANNUAL ACTION PLAN ADOPTED
VIA RESOLUTION NO. 2655, ON JUNE 11, 2020; AUTHORIZING THE
SUBMISSION OF SUCH PLAN TO THE UNITED STATES DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.

WHEREAS, the 2019-2020 Annual Action Plan sets forth specific activities and
expenditures using funds received through the Community Development Block Grant
("CDBG"); and
WHEREAS, the Annual Action Plan is proposed to be amended to reflect the emergency
allocation of funds received through the Coronavirus Aid, Relief, and Economic Security Act
("CARES Act") stimulus funding to address coronavirus (COVID-19) relief needs; and
WHEREAS, the impact of the virus has resulted in a public health crisis and an economic
crisis; and
WHEREAS, the City's community partners have helped to identify the types of services
that need additional funding; and
WHEREAS, the City of Baytown has been allotted FIVE HUNDRED TWENTY-EIGHT
THOUSAND NINE HUNDRED AND NO/100 DOLLARS ($528,900.00) to prepare, prevent,
and respond to coronavirus for Round 3 of the CARES Act - CDBG-CV fund; and
WHEREAS, the Community Development Advisory Committee is proposing to use the
funds as follows:

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby amends the
2019-2020 Action Plan. Such plan is attached hereto as Exhibit "A" and incorporated herein for
all intents and purposes.
Section 2: That the City Council of the City of Baytown, Texas, hereby authorizes
the submission of the Plan to the United States Department of Housing and Urban Development.
Section 3: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown, Texas.

2019-2020 Annual Action Plan — Second Substantial Amendment
The following amendment language will be added to the 2019-2020 Annual Action Plan to allow the City
access to additional emergency funding intended to assist in making a timely response to the impacts of the
COVID-19 pandemic.
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)
Introduction
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act of 2020 (CARES Act) was
signed into law. Pursuant to the CARES Act, IIUD allocated $401,242 in CDBG-Coronavirus (CDBG-CV)
funds to the City of Baytown to fund activities that prevent, prepare for, or respond to local community
impacts of the Coronavirus pandemic. As directed by HUD, the 2015-2019 Consolidated Plan/2019-2020
Annual Action Plan amendments were submitted on June 18, 2020, adding Round 1 of CDBG-CV funded
activities to the 2019-2020 Annual Action Plan. The City of Baytown allocated CDBG-CV Round 1 funds
to assist nonprofit agencies that provide rental assistance, utility assistance, meals, in addition to providing
grants to small businesses and CDBG-CV program administration.
On September 11, 2020, HUD announced the City would receive $528,900 in CDBG-CV Round 3 funds.
These funds must also be used to prevent, prepare for, or respond to the Coronavirus pandemic, and the
2015-2019 Consolidated Plan/2019-2020 Annual Action Plan should be further amended to add Round 3
funds. These funds will be used to continue to provide services for households affected by the Coronavirus,
to provide grants to small businesses impacted by COVID-19 required social distancing, stay-at-home
orders, and mandatory closures and CDBG-CV program administration.
Summary of Citizen Participation Process and consultation process
The City Council will hold a hearing on January 28, 2021, to accept public input regarding the second
Substantial Amendment to the City's 2015-2019 Consolidated Plan/2019-2020 Annual Action Plan (AP
Amendment) for the use of CDBG-CV Round 3 funds. The second Substantial Amendment to the 2019-
2020 Annual Action Plan addressing additional funding from the CARES Act will be available for a public
comment period of 5 days per waiver of federal regulations. The draft AP Amendment will be available for
comment from all interested members of the public from Monday, January 25, 2021 to Friday, January 29,
2021. The draft second AP Amendment and the public notice document are available for review on the City
website at: www.baytown.org.
