Ordinance No. 14,556ORDINANCE NO. 14,556 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE PAYMENT OF TIDE SUM OF EIGHTY-SEVEN THOUSAND FIVE HUNDRED AND NO/100 DOLLARS ($87,500.00) TO SELEX-ES, INC., FOR THE SOLE -SOURCE PURCHASE OF NEW EQUIPMENT FOR TIIE ALPR SYSTEM, INCLUDING A CLOSED CAPTION TELEVISION ("CCTV") CABINET, CCTV CAMERAS, AND FIVE (5) TYPE D GROUND BOXES, THROUGH THE TEXAS DEPARTMENT OF INFORMATION RESOURCES FOR HOUSTON HIDTA; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ********************************************************************************* WHEREAS, the City of Baytown has entered into an interlocal cooperative contract with the Texas Department of Information Resources ("DIR") for the purchase of new equipment for the Automatic License Plate Recognition ("APLR") System, including Closed Caption Television ("CCTV") cabinet, CCTV cameras, and five (5) Type D Ground Boxes, through the Texas Department of Information Resources for Houston HIDTA; and WHEREAS, the DIR's purchasing process includes posting the request on the Electronic State Business Daily (ESBD), gathering and reviewing the vendors' responses to the posting, negotiating with selected vendors, and managing vendor contracts; and WHEREAS, such process, in combination with the interlocal cooperative contract, allows the City to purchase automated information systems products and/or services in an efficient, cost- effective, and competitive procurement method; and WHEREAS, the City of Baytown, in making a purchase under a DIR contract through its interlocal cooperation contract, satisfies state law requiring municipalities to seek competitive bids for the purchase of the item; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the City of Baytown, Texas, authorizes payment of the sum of EIGHTY-SEVEN THOUSAND FIVE HUNDRED AND NO/100 DOLLARS ($87,500.00) to Selex-ES, Inc., for the purchase of new equipment for the Automatic License Plate Recognition ("APLR") System, including Closed Caption Television ("CCTV") cabinet, CCTV cameras, and five (5) Type D Ground Boxes, through the Texas Department of Information Resources for Houston HIDTA. Section 2: That pursuant to the provisions of Texas Local Government Code Annotated § 252.048, the City Manager is hereby granted general authority to approve any change order involving a decrease or an increase in costs of FIFTY THOUSAND AND NO/100 DOLLARS ($50,000.00) or less, subject to the provision that the original contract price may not be increased by more than twenty-five percent (25%) or decreased by more than twenty-five percent (25%) without the consent of the contractor to such decrease. Section 3 : This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown.
