AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
APPROVING CHANGE ORDER NO. 12 TO THE BAYTOWN AREA WATER AUTHORITY 6
MGD SURFACE WATER TREATMENT PLANT PROJECT BETWEEN THE BAYTOWN AREA
WATER AUTHORITY AND PEPPER LAWSON WATERWORKS, LLC; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.
WHEREAS, the Baytown Area Water Authority's enabling legislation requires that the City Council approve
certain agreements before Baytown Area Water Authority ("BAWA") enters into the same; and
WHEREAS, on October 21, 2020, the Board of Directors of BAWA approved Change Order No. 12 to the
Baytown Area Water Authority 6 MGD Surface Water Treatment Plant Project between the Baytown Area Water
Authority and Pepper Lawson Waterworks, LLC; and
WHEREAS, the City of Baytown desires to approve such change order; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the recitals set forth hereinabove are hereby found to be true and correct and are hereby
adopted.
Section 2: That the City Council of the City of Baytown, Texas, hereby approves Change Order No. 12 for
the Baytown Area Water Authority 6 MGD Surface Water Treatment Plant Project between the Baytown Area Water
Authority and Pepper Lawson Waterworks, LLC, which change order is attached hereto as Exhibit "A" and incorporated
herein for all intents and purposes.
Section 3: This ordinance shall take effect immediately from and after its passage by the City Council of
the City of Baytown.
INTRODUCED, READ and PASSED by the affinnative vote of the City Council of the City of Baytown this the
22°d day of October, 2020.

Mr. Shakyaver,
The originally designed depth of the 12" plug valve at the backwash line connecting the backwash
EQ basin and the backwash pump station will cause maintenance issue in the future. Therefore, per the
Enigneer's recommendation and the attached RFP 002, PLW is proposing to replace the 12" plug valve
with the 12" knife gate valves which will be installed inside the backwash pump station as shown on
the revised Sheet 13-M-1. Total of two knife gate valves with stem guides and accessories will be
installed per the Drawing.
The knife gate valve change will result in a cost increase of $21,072.43
Please find the attached PLW cost summary and associated reference material for your review and
acceptance. Please be noted, should any additional costs be incurred as a result of this Work due to
clarifications, changes or unknown scope, PLW will seek reimbursement. Clarifications and exclusions
are listed on subcontractor's proposal.

1.4 SUBMITTALS
A. Provide submittal data, manuals and drawings as specified in Section 1340, Shop Drawings.
B. Pump Data:
1. Certified pump curves shall identify cut-off point, rated point, and a minimum head at which the pump
operates without vibration and cavitation. Curves shall be corrected for pump losses and shaft friction HP
losses. Pump losses shall include column and discharge head losses. For pumps that are to be operated by
variable speed units, provide a minimum of five curves with at least three different speeds between the
maximum and minimum rpm of the pump.
2. Submit certified characteristic curves showing head -capacity relationship, brake horsepower, net positive
suction head requirements, pump efficiency (ratio of water horsepower to brake horsepower), pump
thrust, and pump speed.
i. Curves shall be complete over the entire range of operation from shut-off to zero head conditions.

C. Manufacturer's Certifications
1. Submit manufacturer's certification that Contract Documents have been examined by the manufacturer for
proposed electrical, mechanical, and structural systems affecting performance of the pumping equipment.
2. Submit manufacturer's certification that the maximum power requirement, if used, shall not exceed the
motor rating under operating conditions on the pump characteristic curve.
3. Submit seal manufacturer's certification that the seal is designed for service and application specified and
is installed and aligned properly.
4. Submit Manufacturer's statement indication that the required lateral and torsional critical speed analyses
have been performed and that the specified critical frequency limitations will be met.

1.5 QUALITY ASSURANCE
A. Use new materials of high grade, and with properties best suited to the work required.
B. Pumping units and motors shall be the product of manufactures with at least ten (10) years of successful experience
in the design, manufacturing and application of pumping units of the type, size and performance capabilities as
specified. The pump manufacturer shall have at least three similar size pumps of the model, type, and size of pump
in service and operational for at least five (5) years. Manufacturers shall provide a list of references for the same.
C. All components of the pump shall be supplied, assembled, and warranted by one of the approved pump
manufacturers. Pump components shall not be acquired from separate entities and assembled as a final product by
a manufacturer's representative.
D. Factory Tests:
1. Provide certificates of the non -witness factory test of the entire pump assembly, with driver fully
assembled, to demonstrate compliance with the specifications and to verify guaranteed performance of
the pump. The factory test shall include the actual flow, total dynamic head, pump horse power, and pump
efficiency for all the duty points listed. Test pump and recirculate water for at least one hour under
simulated service conditions. The Contractor shall submit the factory test certification to the Engineer
before the pumps are shipped and delivered. Give pump bowls an operational test at the factory to check
for excessive vibration and for leaks in all piping and seals. Test pump and recirculate water for at least one
(1) hour under simulated service conditions.
2. Provide certified factory test reports to the Engineer for review and approval prior to pump delivery.
3. The motors installed shall be tested by the motor manufacturer and a full written report provided to the
engineer. The testing shall be performed in accordance with IEEE 112 method B at 60 Hz. The test shall
include percent slip, no load current, full load current, locked rotor current, locked rotor torque, efficiency,
and power factor at the frequencies listed above, megger, winding resistance and higher potential.
4. The manufacturer shall perform both lateral and torsional critical speed analyses on the assembled
pumping units to identify and ensure that:
a. The first lateral critical speed shall be at least 25 percent above the specified pump speed.
b. No torsional natural frequencies occur within a range extending from 25 percent below to 25
percent above the specified pump speed.
C. Any blade excited resonant frequency shall be no closer than plus or minus 25 percent of the
natural frequency of any part of the installed assembled pumping unit.
d. On VFD applications, both Goodman & Gerber fatigue analyses will be performed on the shaft to
verify shaft fatigue strength is acceptable.
E. Delivery, Storage, and Handling:
1. Store equipment off the ground in enclosed shelter. Store and maintain equipment in accordance with
manufacturer's direction.
2. Deliver materials to the site to ensure uninterrupted progress of the Work.
3. Deliver anchor bolts and anchorage devices which are to be embedded in cast -in -place concrete in ample
time to prevent delay of Work.
4. All boxes, crates, and packages shall be inspected by the contractor upon delivery to the site. Contractor
shall notify Engineer of any loss or damage to equipment or components. Replace losses and repair damage
to new conditions, in accordance with manufacturer's instructions.

1. Perform a complete pump test including static and pumping levels, flow rates, motor amperage, and all
other information normally checked on a maintenance -type pump test. Include flows and meter readings
at three different points on the curve, and repeated for a total of 3 different operating speeds for VFD
applications.
1.6 OPERATIONS AND MAINTENANCE DATA
A. The manuals shall be prepared specifically for this installation and shall include all required cut sheets, drawings,
equipment lists, descriptions, etc. In addition to the requirements of Section 1340, the manuals shall include the
following at a minimum:
1. Complete column assembly, pumping equipment, discharge head, oiler, parts list, test reports, maintenance
data and schedules, spare parts information, and cross-referenced to exploded view of assembly drawings.
2. Dimensional drawings for all provided components with their respective weights.
1.7 WARRANTY
A. Warranty:
1. For a period of 12 months from final acceptance, the manufacturer shall warrant that the equipment shall
be free of defects in material and workmanship under normal use and service, and when properly installed.
The manufacturer shall repair or replace such equipment or any part thereof furnished by the manufacturer
and found defective after inspection by the manufacturer.
Performance Guarantee:
1. In consideration that the award of this equipment is based on performance representations as shown on
the plans, the manufacturer/Supplier shall guarantee the performance of each pumping unit to perform as
represented.
2. Represented performance will be verified via factory and field testing as defined herein.
3. Pumping units failing to perform as guaranteed during factory testing will be subject to performance
penalties as defined in paragraph C below.
4. Pumping units failing to meet minimum specified performance during factory testing will be rejected
outright by the Owner. The manufacturer shall be responsible for any liquidated damages resulting from
any delay associated with failure to meet minimum specified performance during factory testing. The
manufacturer liquidated damage liability is limited to 10% of the unit price on the applicable Bid item value.
5. The guaranteed performance of each specified pumping unit shall be stated by the Manufacturer.
C. Performance Penalty:
1. If the owner chooses to accept a unit that does not meet the minimum pump efficiency, a penalty of
$10,000 per 1% per unit will applied. The penalty will be used to offset the additional cost of electricity
incurred by the Owner over the operational life of the pumping units.
2. The calculated performance penalty (if applicable) will be deducted from the manufacturer's subsequent
progress payment request or requests (as appropriate).

A. Description:
1. Provide new vertical, multistage turbine pump complete with electric motor and all other appurtenances
for a complete operating pumping system. Select pump and motor combination on overall efficiency. Pump
shall conform to ANSI B58. 1-1961 "American Standard for Vertical Turbine Pumps" and the Hydraulic
Institute Standards for Centrifugal Pumps.
B. The pump shall have a Capacity vs. Head curve with an increasingly rising slope steeper or equal to the slope of the
line between the two (2) duty points.
C. Select equipment which is designed and built for continuous service at all points on pump curve, without
overheating, without cavitation, and without excessive vibration or strain. The pump shall have a continuously rising
head -capacity, characteristic curve.

Performance Requirements:
1. Each pumping unit shall be capable of pumping the flow and head as shown.
2. Each pumping unit shall operate from runout to shutoff head condition without exceeding the motor
horsepower.
3. Each pumping unit shall operate smoothly without abnormal noise, vibration, or excessive heat over the
defined range of operating conditions.
4. Each pumping unit shall operate smoothly over its entire range as defined by the Hydraulic Institute's
Allowable Operating Range. Vibration shall not exceed the limits set by the current edition of the Hydraulic
Institute Standards within the pump's Preferred Operating Range or within the pump's Allowable Operating
Range. This vibration limit applies to both the top of the pump and the top of the motor.
5. Each pumping unit shall be designed and fabricated so as to limit operating sound pressure levels to 85 dBA
in any direction at a distance of 3-foot from the equipment over the defined flow range.

6. Each pumping unit shall be designed and fabricated so as to limit heat generation and gain to that specified
herein over the defined operating flow range.
2.2 ACCEPTABLE MANUFACTURERS

2.3 PUMP BOWL ASSEMBLY
A. Provide pump bowls fabricated of fine grained, high tensile strength iron, ASTM A 48, Class 30 or better, with smooth
surfaces devoid of blow holes and other irregularities. Use clean, sound casting without defect. Do not plug, weld or
otherwise repair defects.
1. Furnish bowls able to withstand a hydrostatic pressure twice the pressure at rated capacity or 1Y2 times
shutoff head, whichever is greater.
2. Equip bowls with replaceable stainless steel wear rings on the suction side of enclosed impellers.
3. Pump bowls shall have electrostatically bonded, fused epoxy coating on the inside only.
B. Install impellers of the enclosed type.
1. Use zinc -free bronze or stainless steel impellers, balanced hydraulically and dynamically.
2. Equip impellers with stainless steel collets.
3. Do not coat impellers with porcelain, enamel, or any other material.
4. Securely fasten the impellers on the shaft by a split -tapered lock bushing.
C. Employ a zinc free bronze suction case bearing, packed with insoluble grease, and protected against entry of sand
or other abrasives.
D. Provide zinc free bronze bowl bearings, water or oil lubricated, securely fastened to the bowl. See Section 2.1.1) for
lubrication requirement for different applications.
E. Provide sufficient lateral in the pump bowls to allow operation at shutoff head and at run -out.
F. Pumps, as an assembled unit, shall be compliant to NSF/ANSI Standard 61 and Annex G and meet the requirements
of the US Safe Drinking Water Act of 2014.
2.4 COLUMN
A. Pump columns shall be ANSI threaded and coupled ASTM A53 or ASTM A120 steel of flanged and bolted construction
in lengths not exceeding 5 foot and a minimum wall thickness of 0.375-inches. Columns shall be interchangeable
with identical flanged ends that are parallel faced and machined accurately with a register fit to insure proper
alignment. All flanged hardware shall be Type 316 stainless steel with anti -seize compound. Provide two lifting lugs
and support brackets on all column sections and bowl assemblies. Pump discharge head shall be fabricated
identically to columns. Pump discharge shall be as shown on the Drawings with a minimum 3-piece fabricated
discharge elbow with 150 lb ANSI flanged ends. Pump columns shall be designed to hang down into the pump well
with no lateral braces. Pump column sections shall be marked to indicate their installation sequence.

2.5 SHAFT

A. Provide pump shafts which are machined, precision ground and polished. Select shafts of ample size to operate the
pump without distortion or vibration. Ample size is larger than determined by Section A4.3.3, of the latest revision
of AWWA E-101. Provide bearing support for shaft above and below each impeller. Line shaft shall be furnished in
interchangeable sections not over 5 feet in length and shall be coupled with high grade, machined steel couplings.
Shafting shall be straight to within 0.003 inches TIR at any point along the length of the shaft. Any shaft not meeting
this requirement shall be replaced. Repairing or straightening will not be allowed. The pump line shaft and motor
shaft shall each be of solid shaft construction. Shafts shall have butting faces, machined square to the axis of the
shaft to insure accurate alignment. Couplings shall be designed with a safety factor of 1.5 times the shaft design
strength and shall be of the split ring key type to prevent uncoupling in the event of backspin. Motor to pump
couplings shall be rigid 3-piece and shall be adjustable for use in impeller lift adjustments. Shafts shall be marked to
indicate the installation sequence.
2.6 SHAFT ENCLOSING TUBE
A. Shaft enclosing tube shall consist of interchangeable sections not over 5-feet in length of Schedule 80 ASTM A53
Grade B steel pipe to receive bronze couplings which will act as line shaft bearings. The bearings shall be made of
ASTM B584 C903 and shall have a spiral groove in the inside surface to promote the downward movement of
lubricant in the tubing. Tubing shall be sized to fit inside the column pipe and house the shaft.
2.7 CENTRALIZERS
A. Provide rubber centralizing spiders in the column pipe to hold the shaft on enclosing tube in the center of the
column. Install one spider per join of column.
2.8 LIFTING, ALIGNMENT, AND ACCESS
A. Provide two (2) lifting lugs with support brackets capable of supporting the weight of the entire pump and motor.
B. Provide the motor support pedestal with an accurate, machine -registered fit for alignment of the driver.
C. Provide suitable openings for each access to the mechanical seal.
2.9 MECHANICAL SEAL
A. Provide a balanced single cartridge mechanical seal with a vent and flush port on gland, floating seal rings and a
static O-ring. The adjusting studs and nuts shall be stainless steel for the mechanical seal housing. The materials shall
be 316 stainless steel for all metal components, graphite -loaded sintered silicon carbide for the rotating seal ring,
sintered silicon carbide for the stationary seal ring, hastellow C-276 for the spring, and Viton or Fluoroelastomer for
the C-ring. Provide %-inch (W) diameter galvanized pipe from pump head to a point along the ground to carry any
water that leaks past the mechanical seal to the ground away from the pumps.
2.10 DISCHARGE HEAD
A. Provide a fabricated steel discharge head with separate base plate and ANSI Class 125 flanged outlet above ground.
The fabricated head shall be supplied with four -equally spaced 2-inch schedule 80 pipes connecting the top motor
mounting plate to the bottom head plate on all VFD driven pumps. Discharge heads shall be designed and provided
by pump manufacturer.

B. Discharge head shall be designed to carry the maximum down -thrust which the electric motor can handle.
C. Sole Plate:
1. Provide a sole plate large enough to span the opening in the support structure. Attach the plate to the
suction barrel.
2. The sole plate must be suitable for mounting the discharge head.
3. The pump manufacturer must furnish all the hardware for securing the head to the sole plate. Foundation
bolts will be supplied by the Contractor.
Lubricator and Immersion Heater:
1. Three (3) gallon nominal capacity welded steel reservoir with integral mounting foot.
2. Hinged waterproof cover that opens past 90 degrees and has a hasp for a padlock.
3. Oiled interior, epoxy primed exterior.
4. Fluid level indicator and fluid level sensor.
5. 150W maximum, 120 volt, 60Hz immersion heater in a moisture resistant enclosure with thermostat,
adjustable 30 to 110 degrees F.
6. Solenoid valve with bypass, 120V, 60Hz molded coil — NEMA 4 enclosure for outdoor use.
7. Toggle valve for flow control of oil to bearing, outlet %-inch copper tubing.
8. Oiler shall be full at time of start up.
2.11 SUCTION BARREL (PUMP CANS)
A. Prefabricated steel pipe suction barrels shall be provided as shown on the plan sheets. Suction barrels with
anticipated flows in excess of 3,000 gpm shall have internal straightening vanes and an inlet pipe splitter plate, as
required by HI latest standards. Suction barrels wall thickness and top flange thickness are shown below. All suction
barrels shall have the top flange shipped loose, with jack bolts to assist in leveling, for field leveling & welding. Each
top flange shall have a drilled and tapped bolt pattern that is equal to a standard 150# flange. These holes shall
straddle centerline of the can inlet. The top surface shall have a minimum surface finish of 125 RMS and include an
0-ring groove with 0-ring for sealing purposes. A gasket will not be acceptable. The barrel inlet shall be as shown on
the plan sheets and shall be flanged with an AWWA C207-94 Class D steel flange. A vertical splitter plate shall be
provided in the inlet pipe the entire length of the inlet. The bolting to attach the discharge head to the suction barrel
will be 18-8 SST & furnished by the barrel manufacturer. The barrel length shall be as shown on the plan sheet and
shall have a bottom cap plate in equal thickness to the top flange. Four (4) evenly spaced, 3" x 3" x 3/8" angles, with
a 1" holes in each, shall be welded to the outside diameter on the barrel to assist the installing Contractor in
mounting and aligning the suction barrel. The barrel shall be fitted with two (2) %" couplings to serve as a vent for
the barrel. All suction barrels shall be equipped with internal straightening vanes and anti -vortex cross in the can
bottom.
B. The suction barrel shall be blasted and coated as described in the Specification 09920. The coating must meet the
requirements of NSF 61 for potable water applications.
C. The top flange of suction barrels and soleplates shall be leveled to within .002 of an inch per foot of diameter of the
flange.

2.12 ELECTRIC MOTOR FOR PUMPS
A. Refer to Section 16013 ELECTRIC MOTORS under Division 16, Electrical for motor information.
2.13 NAMEPLATES
A. Provide each pump and motor with a standard nameplate securely affixed in a conspicuous place showing serial
number and name of the manufacturer.
1. Pump Nameplate. Each pump nameplate will show capacity in gallons per minute at rated speed in
revolutions per minute and head in feet.
2. Motor Nameplate. See Electric Motor section in Division 16.
3. Number the pumps with six-inch (6") or larger stencils using black alkyd paint. Pump numbers are to
correspond to wiring in motor control center.
2.14 VORTEX SUPPRESSOR/BASKET STRAINER
A. Raw water pumps shall have a vortex suppressor/basket strainer installed on the pump's suction. The vortex
suppressor/basket strainer shall be constructed to meet the following requirements:
1. Performance requirements:
a. Approach velocity: 3.0 feet per second, maximum, at design flow
b. Net open area: 65 percent
2. Design requirements:
a. Configuration: Basket -type with solid bottom plate and internal straightening vanes.
b. Screen: 0.120 inch woven wire cloth on 5/8" centers
C. Materials: Wire cloth to be 316 stainless steel material. All other materials to be 304 stainless steel
with a minimum thickness of 3/16".
d. Mounting: Bolted to the pump suction bell using 5/16" minimum diameter 18-8 SST bolts. "Clips"
are not acceptable
PART III - EXECUTION
3.1 INSTALLATION
A. Install all equipment and connecting piping in accordance with manufacturer's instructions. Prior to testing and start-
up, inspect to verify the system is complete.
B. No form of energy shall be turned on to any part of the system prior to approval of factory authorized service
representative.
C. Allow concrete floor and curb at pump openings to cure at least seven days prior to installing the sole plates and at
least 14 days before installing the pumps. Pumps shall not be operated until concrete has cured 28 days.
3.2 FIELD QUALITY CONTROL
A. Furnish the services of a qualified representative of the Pump Manufacturer to inspect the completed installation,
make any necessary adjustments, participate in the startup of the equipment, participate in the field testing of the
equipment and place the equipment in trouble -free operation.

B. All piping connections to the pump shall be done without bending and/or twisting the piping to mate with the pump
flange connections.
C. A certificate for the Pump Manufacturer shall be submitted stating that the installation of the equipment is
satisfactory, that the equipment is ready for operation and that the Owner's operating personnel have been suitably
instructed in the operation, lubrication and care of each unit.
D. After pumps have been completely installed and working under the direction of the manufacturer, conduct field
tests necessary to demonstrate that pump operation conforms to these Specifications. Supply water, labor,
equipment are incidentals required to complete field tests.
E. If the pump performance does not comply with Specifications, take corrective measures or remove and replace
pumps with pumps which satisfy the conditions specified.
3.3 START-UP AND ACCEPTANCE
A. Start -Up:
1. Final Completion will not occur until after the start-up activities have been performed and accepted by the
Engineer. Start-up activities include the following:
a. Receipt and acceptance by the Owner of draft Operation and Maintenance manuals, including the
wiring and ladder diagrams.
b. Installation inspection by representatives of the Owner and pump manufacturer followed by any
corrective measures required by the Design Builder.
C. Satisfactory operation of pumps for 7 consecutive days under the Owner's control. If malfunctions
or other operational problems halt the 7-day test period, the Design Builder shall make appropriate
corrections and restart the 7-day test period.
d. Provide the services of a factory -trained technician for a period of 4 hours at the pump station to
train the Owner's operating and maintenance personnel. Training session shall be scheduled and
coordinated by the Design Builder.
B. Acceptance:
1. After the start-up operation has been successfully completed, the final Operation and Maintenance
manuals have been received, reviewed, and accepted, and the Engineer has issued Final Completion, the
pumps will be accepted by the Owner. Include ladder logic diagrams and wiring and termination diagrams
for both power and instrumentation systems.

Based on the curve provided, the trimmed impeller would give a flow of about 6.73 MGD (4,675 gpm) at high wet well
elevation and about 6.32 MGD (4,325 gpm) at low wet well elevation. We approve the trimmed impeller for the LLPS pumps.

Mrs. Brinkley,
The prefabricated metal building added steel column at gridline B.8 and 1 is causing clearance conflict
with the overhead coiling door. There is an 8" clearance requirement needed for the Trolley Rail
System that connects to the edge of the overhead door frame. The CMU column addition, the overhead
door cannot be installed in that location. PLW is proposing to add CMU brick in order to gain the
required clearance for the motor.
This change will result in a increase in the amount of $6,474.63

Due to the CMU column addition, the overhead door cannot be installed in that location. PLW is proposing two options. Please see the attachments to
get more clarity on the proposed options.
