The City Council of the City of Baytown, Texas met in a Regular Session on May 14, 2020, at
5:36 P.M., in the Council Chamber, City Hall, 2401 Market Street, Baytown, Texas with the
following in attendance:

Mayor Capetillo convened the May 14, 2020, City Council Regular Work Session with a quorum
present at 5:36 P.M., all members were present with the exception of Council Members Himsel
and Presley who were both absent.
1. DISCUSSIONS
a. Discuss proposed Pirates Bay Waterpark logo.
Ms. Jenna Stevenson, Aquatics Supervisor presented the agenda item and introduced Arsenal
Advertising who designed the new logo for Pirates Bay.
Mr. Jonathan Smith, Aresnal Advertising's Director of Advertising stated that in January 2020,
Arsenal Advertising of Austin, Texas was selected to design the city's logo. In summary, he
stated that Arsenal was a partnership comprised of his sister, Anne Marie Scharrer and himself.
He stated that they have a team of eight (8) employees, whereas, they specialize in advertising
for governmental cities, but noted that they also work with non -profits and others. He stated that
they build logo's to last so alleviate changes.
In summarizing the changes, Mr. Smith noted that the city's current waterpark logos' letter type
was hard to work with and could not be read if it was shrunk down, the pirate had lots of detail
and the logo did not specify waterpark on it, which lacks identifying what the brand was actually
doing. He stated that they changed to pirate and gave it the name of Captain Blue Beard with the
color blue relating to water with and included a parrot named Peg -legged Polly. Mr. Smith stated
that the logo also included Baytown on it so that the location would be marketed with the brand.
He stated that the logo was created for versatility so that it could be diversely utilized.

Additionally, he stated that the mascot used for making the mark, which is a small picture to be
remembered by, was the face of the pirate or a flag with the initials PB on it with the sword.
Lastly, Mr. Smith stated that the colors were based on the City of Baytown's current logo.
Ms. Jenna mentioned that that the parrot would transfer to the Calypsco Cove logo to merge the
two waterparks together.
Council Member Hoskins requested for the belt buckle be yellow.
b. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda
for May14, 2020.
There were no other items discussed.
2. ADJOURN
With there being no further business to discuss, Mayor Capetillo adjourned the May 14, 2020,
City Council Regular Work Session at 5:53 P.M.
