A RESOLUTION 01" THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
RF'GISTERING ITS SUPPORTOF THE TEXAS DEPA R'l-M ENTOF T RAN SPO RTATI ON'S
USE OF" PRIVATE CONCESSION FUNDING FOR SEGMENTS 1-1 AND 1-2 OF THE
GRAND PARKWAY; AND PROVIDING FOR THE' EFFECTIVE' DATE THF,REOF
WHEREAS, the Texas Department of"Fransportation ("TxDO'l 1") desires to construct the State lliglr vay
99, the Grand Parkway, as all outer cit-CUInferential highway traversing seven Counties and serving the HOUSIOn
metropolitan area; and
WHEREAS, the development of the Grand Parkway Project (the "Project") is a crucial element to
responding to the growing traffic congestion throughout the Houston lnetropolitan area; and
WHEREAS, there exists as potential for expediting the development and completion of all or part of the
Grand Parkway through the use of as Comprehensive Development Agreement for the design, construction,
financing, I
nancing, maintenance and operation of a portion of the Grand Parkway in Harris and Chambers Counties; and
WHEREAS, the Texas Transportation Code requires Tx,[.)OT to convene as SB 1420 Conn-nittee to
determine tile distribution of the Project's financial risk, tile method of financing the Project, and the tolling
StrUCCLIN and methodology; and
WHERI-`,AS, tile City of Baytown desires to register its SUPP011 Of tile use of private concession Funding for
Segments [-I and 1-2 of the Grand Parkway; NOW TFIEREFORI.,
13E ITRESOLVED BY THF,' CITY COUNCIL OF THE CITY Ol" BAYTOWN, TEXAS:
Section 1: That the City COLHICH hereby registers its support of the Pro.jectr and the Texas
Department of Transportation's use of private concession funding for Segments 1-1 and 1-2 of' the Grand
Parkway. The City COLIFICH FUrther encourages the SB 1420 Comi-nittee for the Grand Parkway Project to
support such a public-private pailnership.
Section 2: That the City Manager is aLltIlOriZCd to take all actions necessary to register tile City's
support ofthe aforementioned private concession funding,
Section 3: This resolution shall take effect immediately from and after its passage by the City Council
ofthe City of Baytown,
