RESOLUTION NO. 1135
A RESOLUTION OF THE CITY OF BAYTOWN, TEXAS , ADOPTING
THE CONCEPTUAL PLAN, "THE GOOSE CREEK STREAM: THE
GREENBELT INITIATIVE" ; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
WHEREAS, the Baytown 2000 Strategic Plan identified Goose
Creek Stream as an underutilized natural amenity which should be
enhanced and developed based on a development plan; and
WHEREAS, the 1990 Regional/Urban Design Assistance Team
(R/UDAT) analyzed the Baytown area and identified the Goose Creek
Stream corridor as a valuable resource and concurred with
previous recommendations that the Creek be "protected and
restored as a natural open space for passive recreation from the
bay to the northside of the Loop 201 crossing"; and
WHEREAS, Professor Shafik Rifaat of the University of
Houston and his study team conducted a comprehensive analysis of
the Goose Creek Stream from the bay to the north side of the Loop
201 crossing and prepared, working in conjunction with the
Baytown citizens appointed to the Goose Creek Stream Development
Committee , a Comprehensive planning report on the stream
entitled, Goose Creek Stream: The Greenbelt Initiative; and
WHEREAS, the report, Goose Creek Stream: The Greenbelt
Initiative provides short and long-range guidelines for
protection, restoration, and enhancement at the Goose Creek
Stream Corridor; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1 : That the City Council of the City of Baytown
hereby adopts, Goose Creek Stream: The Greenbelt Initiative
(hereafter referred to as "The Report" ) , as the adopted
conceptual planning document for guiding the development of the
Goose Creek Stream Corridor.
Section 2 : The administration is instructed to periodically
update or advise the Council of the status of efforts to
implement the recommendations contained in the report and advise
the Council when the report should be amended.
Section 3 : This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ, and PASSED, by the affirmative vote of the
City Council of the City of Baytown , this the 12th day of
December, 1991.
