A UNANIMOUS RESOLUTION FORMALLY RECOGNIZING AND THANKING
ROY L. FULLER FOR HIS SERVICE TO HIS COMMUNITY AS
COUNCILMAN FOR DISTRICT NO. 2 FROM APRIL 9, 1981 ,
THROUGH JUNE 8, 1989 ; AND RECOGNIZING SOME OF THE
ACCOMPLISHMENTS HE WAS INSTRUMENTAL IN BRINGING ABOUT
DURING HIS TENURE IN OFFICE.

WHEREAS, Roy L. Fuller has served the City of Baytown as
Councilman for District No. 2 for over eight (8) years beginning
April 9, 1981, and ending June 8, 1989 ; and
WHEREAS, Roy L. Fuller during his tenure in office
supported the creation of the Emergency Medical Service for the
City of Baytown; and
WHEREAS, Roy L. Fuller during his tenure in office
supported the establishment of 9-1-1 for not only the City of
Baytown, but Harris County; and
WHEREAS, Roy L. Fuller encouraged the enlargement and
enhancement of the Central Sewer District Treatment Plant in
order to reduce discharge into Goose Creek Stream; and
WHEREAS, Roy L. Fuller supported the Baytown Land
Management and Use Plan for the Brownwood area and the plan to
turn the flood prone areas of Brownwood into a park; and
WHEREAS, Roy L. Fuller during his tenure in office
promoted the construction of capital improvements such as the
elevated water storage facility near Massey Tompkins Road, the
loth Street Detention Pond Park, two new fire stations, a new
fire administration building, and the extension of Rollingbrook
Drive; and
WHEREAS, Roy L. Fuller demonstrated belief in the future of
Baytown by supporting the Baytown 2000 Plan; and
WHEREAS, Roy L. Fuller during his tenure in office
promoted the celebration of the Texas Sesquicentennial by the
development of Republic of Texas Plaza; and
WHEREAS, Roy L. Fuller has encouraged development in the
City by supporting the City' s participation in projects with the
Baytown Area/West Chambers County Economic Development Foundation
as well as establishment of a Tax Abatement Policy for Baytown
and a revised Industrial District Policy; and
WHEREAS, Roy L. Fuller during his tenure in office
supported the performance based pay system for City employees and
the updating of the Texas Municipal Retirement System; and
WHEREAS, Roy L. Fuller ' s service extended beyond his
leadership as a council member, as during his term in office he
also served as Baytown' s representative on the 9-1-1 Board, as
President, Vice President and Secretary/Treasurer of Harris
County Mayors and Councils Association, as Mayor Pro Tempore, and
as member of the Baytown Industrial Development Corporation
Board; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1 : That the City Council of the City of Baytown,
Texas, on behalf of itself and the citizens of Baytown, Texas,
hereby officially recognizes, thanks and commends Roy L. Fuller
for his valuable service to the City as City Councilman from
District No. 2 .
Section 2 : This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 8th day of June,
1989 .
