CC Resolution No. 1053 1878 RESOLUTION NO. 1053 A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, COMMENDING AND THANKING FRITZ LANHAM FOR HIS YEARS OF EXCELLENT LEADERSHIP AND MANY ACCOMPLISHMENTS AS CITY MANAGER OF THE CITY OF BAYTOWN. WHEREAS, Fritz Lanham has served as City Manager for nearly twenty-three years, being the period of 1963 to 1968 and from 1972 until 1989; and WHEREAS, under Fritz Lanham' s administration the City of Baytown grew from approximately 40,000 to over 60,000 in population; and WHEREAS, while Fritz Lanham has been City Manager, the City of Baytown has built a new police and courts building, a fire administration building, three new fire stations, and a new City Hall/Civic Center Complex, to name just some of the more prominent public projects; and WHEREAS, Fritz Lanham was instrumental in the creation and has been responsible for managing the Baytown Area Water Authority, which resulted in the elimination of subsidence in Baytown, ending a potentially devastating threat to the City of Baytown ' s future, and WHEREAS, as City Manager, Fritz Lanham has always promoted improvements in the quality of life for the citizens of Baytown, as demonstrated in the growth of the library from some 18, 000 books in 1963 to the present library of over 150, 000 books, and the increase in parks from some 30 acres to over 400 acres presently within the City of Baytown; and WHEREAS, Fritz Lanham has demonstrated his excellent leadership by guiding the City through its rapid recovery from the ravages of Hurricane Alicia, with minimal costs to the citizens of Baytown and the restoration of services in record time; and WHEREAS, under Fritz Lanham' s leadership, the City of Baytown established a state of the art emergency medical service, which provide the citizens of Baytown with the highest quality ambulance care available; and WHEREAS, with Fritz Lanham' s guidance, there has been growth in the pride and integrity of City employees, as exemplified by the mission statement adopted by the City of Baytown; and WHEREAS, Fritz Lanham is well known for his sound fiscal management and problem solving ability, not only locally, but amongst the City Managers, where he is known as a "professional ' s professional; " and 1879 WHEREAS, Fritz Lanham' s accessibility to the public by his open door policy has gained him the admiration and respect of the citizens of City of Baytown; and WHEREAS, in personal character, Fritz Lanham has led by example, for his honesty and integrity in government has never been questioned during his twenty-three years of service as City Manager; and WHEREAS, Fritz Lanham' s commitment to public service extends beyond his duties as City Manager, and is shown through his many civic activities locally and by his four years of public service for the State of Texas with Governor Preston Smith and as Executive Director of the Texas Department of Community Affairs; and WHEREAS, Fritz Lanham' s leadership, both as City Manager and as an example to his staff, has provided the City of Baytown with stable growth, development and improvements for the benefit of the citizens of the community; and WHEREAS, the debt of gratitude for Fritz Lanham's guidance and leadership can never be fully expressed, much less repaid; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1 : That the City of Baytown and its citizens hereby thank Fritz Lanham for his many years of exemplary leadership as City Manager for the City of Baytown and express their appreciation for his twenty-three years of devoted service and effort to promote and improve the City of Baytown. Section 2 : That the City of Baytown and the citizens of Baytown hereby commend Fritz Lanham for the example of leadership he has set, for not only the City Council and employees of the City of Baytown, but for all citizens of the community by means of his fairness, his honesty, and his integrity during his tenure as City Manager. Section 3 : This resolution shall take effect immediately from and after its passage by unanimous vote of the City Council of the City of Baytown.
