RESOLUTION NO. 1047
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ENCOURAGING THE HARRIS COUNTY APPRAISAL DISTRICT
TO RETAIN THE BRANCH OFFICE IN BAYTOWN AND INCREASE THE
SERVICES OFFERED TO PROPERTY OWNERS SERVED BY THIS
OFFICE.
WHEREAS, the Harris County Appraisal District has maintained
a regional office in Baytown since first beginning to serve this
area; and
WHEREAS, the services offered by this office have been
reduced in recent years, and there is now pending a proposal to
close this regional office; and
WHEREAS, the regional office should be maintained so that
citizens at minimum could have name changes done locally, and be
able to receive assistance in the filing of the forms necessary
for homestead exemptions, protests, and property split-outs; and
WHEREAS, the present location of the main office of the
Harris Council Appraisal District on the far northwest side of
Houston causes a severe hardship on citizens and taxpayers in
eastern Harris County when they are forced to go to that office;
and
WHEREAS, the closing of the Baytown office would require
citizens to drive almost an hour to do a simple name change or
value protest, placing an unreasonable burden upon the citizens
and taxpayers of eastern Harris County; and
WHEREAS, the regional office no longer has any in-house
appraisers and does not do field checks, thus making it extremely
cumbersome and a burden upon the taxpayer if he discovers a
possible error that should be checked by the Harris County
Appraisal District; and
WHEREAS, the City Council of the City of Baytown believes
that the intent of the Legislature in adopting central appraisal
districts was to improve the system of assessing property in
order to benefit the taxpayers, and it was not the intent of the
Legislature to increase the inconvenience and burden upon its
citizens, which will be the result of closing the regional office
in Baytown; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS :
Section 1 : That Harris County Appraisal District is urged
and encouraged to retain the regional Harris County Appraisal
District office located in Baytown and to increase the level of
services presently offered at that office in order that the

citizens of east Harris County receive the simpler less
burdensome assessment of their property that the central
appraisal district system had promised.
Section 2 : That the City Clerk is hereby authorized to send
certified copies of the resolution to all the members of the
Harris County Appraisal District and the members of the State
Legislature representing the Baytown area.
Section 3 : This ordinance shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
