CC Resolution No. 1026 1837 RESOLUTION NO. 1026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 1988 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. WHEREAS, the 1988 Community Development Block Grant Funds are sources of federal revenue that are made available to local Community Development Programs for use in reconstructing streets and drainage facilities , for the rehabilitation of owner occupied homes, and for certain other programs; and WHEREAS, the Baytown Community Development Program is eligible for such funds and desires to apply for a grant; and WHEREAS, the Community Development Advisory Committee has made a recommendation as to the amounts and types of funds for which the local program should apply, such recommendation being attached as Exhibit "A" and being made a part hereof for all intents and purposes; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS : Section 1 : That the Community Development Program is hereby authorized to apply to the U.S. Department of Housing and Urban Development for 1988 Community Development Block Grant Funds as described in Exhibit "A. " Section 2 : This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown. STRUNG, Ci ttorney C :1 :12 :3 1838 1988-89 Community Development Block Grant Program Budget *Social Service/Transportation $95,550.00 Senior Citizen Taxi Program - This program provides eight one way Taxi rides for senior citizens at either free fare or half fare depending on income. $70,000.00 Bayshore Community Development - Open to all low income Citizens of Baytown. This program provides rides in Baytown and to the Houston Medical Center. $25,550.00 Street and Drainage Reconstruction $219,000.00 This will provide for the reconstruction of Yupon St. and Miriam St. from Yupon to Willow. This street is located in the Pelly Addition. Ash, Willow, Oak, and a portion of Miriam have already been reconstructed in the neighborhood. Rehabilitation of Structures $200,000.00 This program provides for the repair of low income owner occupied single family dwelling units. Approximately 15 to 20 homes can be repaired with these funds. This program is open to all low-income citizens of Baytown. Sewer Line Replacement Program $15,000.00 This will provide funds for the replacement of faulty sewer lines for low income, owner occupied single family dwelling units. This program is open to all low-income citizens of Baytown. Administration $107,450.00 This includes salaries and benefits for a staff of 3. This also includes items necessary for daily office functions. ** Economic Development Loans $166,500.00 This will provide loans up to $50,000 for small businesses in Baytown. Total Community Development Block Grant Budget for 1988-89 $803,500.00 EXHIBIT A 1839 * H.U.D. guidelines allow only 15% of total C.D.B.G. budget for social services. This figure is exactly 15% of the C.D.B.G. budget exclud- ing the reallocated funds. ** These are the reallocated funds taken from the City of Houston. When last year's budget was passed, City Council voted to include these additional funds in the Economic Development line item. :..,
