RESOLUTION NO. 1021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, SUPPORTING AND PROMOTING THE CREATION OF TRUST
FUNDS FOR THE LAND AND WATER CONSERVATION FUND AND
HISTORIC PRESERVATION FUND AND PROVIDING FOR THE
EFFECTIVE DATE HEREOF .
WHEREAS, the Land and Water Conservation Fund was
established to provide a predictable and steady source of monies
for critical land acquisitions in national parks , forests,
recreation and wildlife areas, and matching grants to states and
localities for recreation planning, acquisitions and the
development and protection of open spaces;
WHEREAS, the Historic Preservation Fund was established to
identify, plan for , protect and restore unique historic
resources;
WHEREAS, $1,416,571.00 from the Land and Water Conservation
Fund has been spent in Baytown to acquire and develop local
parks;
WHEREAS, now more than ever , continued park land acquisition
and development and the protection of our historic resources is
needed in Texas, yet appropriations to the Land and Water
Conservation Fund and Historic Preservation Fund have decreased
significantly over the past few years;
WHEREAS, decreased funding levels of the Land and Water
Conservation Fund and Historic Preservation Fund have seriously
diminished the ability to acquire and develop needed park land
and facilities and to protect valuable historical resources in
Texas;
WHEREAS, the President' s Commission on Americans Outdoors
has recommended the conversion of the Land and Water Conservation
Fund and Historic Preservation Fund into self-sustaining, endowed
trusts thereby creating a better and consistent funding mechanism
to meet the needs of parkland acquisition and development and
historical preservation; NOW THEREFORE,
BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS :
Section 1 : That the City Council of the City of Baytown,
Texas , finds it most essential to support and promote the
creation of trust funds for the Land and Water Conservation Fund
and Historic Preservation Fund to provide a better and consistent
mechanism to provide needed funding for the acquisition and
development of parklands and the protection of our historical
resources .

Section 2: That the City of Baytown, Texas, calls upon its
elected leadership in Washington, D.C. , to pass necessary
legislation to create self-sustaining, endowed trusts for the
Land and Water Conservation Fund and Historic Preservation Fund.
Section 3: This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown .
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 26th day of May,
1988.
