RESOLUTION NO. 1014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, SUPPORTING THE FORMATION OF THE GULF COAST
ECONOMIC DEVELOPMENT DISTRICT, INC. APPROVING THE
DISTRICT'S ORGANIZATIONAL STRUCTURE AND APPOINTING A
REPRESENTATIVE FOR THE CITY ON THE DISTRICT'S BOARD.

WHEREAS, the Texas Gulf Coast has been experiencing an
economic downturn, and as a result, twelve counties qualify as
redevelopment areas as defined by the Economic Development
Administration (EDA) of the U.S. Department of Commerce; and
WHEREAS, the City of Baytown has taken steps to promote
economic development within the City; and
WHEREAS, the City recognizes that the economy of communities
in the Gulf Coast area are interdependent and joint efforts are
needed to improve local and regional economies; and
WHEREAS, the City desires to cooperate with other cities and
counties in the upper Gulf Coast area in supporting area economic
development activities; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City of Baytown does hereby support and
endorse the formation of the Gulf Coast Economic Development
District, Inc., a non - profit corporation supporting economic
development in the Gulf Coast State Planning Region and
representing the counties of Austin, Brazoria, Chambers,
Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda,
Montgomery, Walker, Waller and Wharton.
Section 2: That the City of Baytown does hereby approve of
the District's basic organizational structure as contained on the
Attachment "A" of this resolution.
Section 3: That the City of Baytown does hereby appoint
Fred T. Philips to represent the City on the District's Board.
Section 4: This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 10th day of March,
1988.

PROPOSED BOARD COMPOSITION
Organizational Requirements for an Economic Development District
An Economic Development District must be either a public agency or a private
non - profit corporation. EDA has specific organizational requirements for
district board composition. District board requirements include -
o private citizens comprise at least 20 percent;
o representatives of minority community comprise at least 25 percent;
o local government officials comprise at least 50 percent of the Board.
Minority community representatives nay also be counted toward meeting the
private citizen requirements.
Proposed Board composition:
Local Officials
o representative appointed by each county

o representative appointed by each of the region's 5 largest 5
cities - Baytown, Galveston, Houston, Pasadena, Texas City
o representative of all other hone rule cities (named by H -GAC) 1
o representative of general law cities (named by H -GAC) 1
