RESOLUTION NO. 1008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS EMERGENCY
SHELTER GRANTS PROGRAM APPLICATION TO THE TEXAS
DEPARTMENT OF COMMUNITY AFFAIRS FOR RENOVATION OF THE
BAYTOWN SHELTERING ARMS BUILDING; AUTHORIZING THE MAYOR
TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY' S
PARTICIPATION IN THE EMERGENCY SHELTER GRANTS PROGRAM;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF .

WHEREAS, the City Council of the City of Baytown desires to
develop a viable urban community, including the expansion of the
quantity and improvement of the quality of emergency shelters for
the homeless; and
WHEREAS, the Baytown Sheltering Arms building is in need of
renovation in order to prevent the existing structure from
becoming a threat to the health and safety of the homeless people
who seek aid at the center , and
WHEREAS, it is necessary and in the best interests of the
City of Baytown to apply for funding under the 1988 Texas
Emergency Shelter Grants Program to finance a portion of these
needed renovations; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS :
Section 1: That a Texas Emergency Shelter Grants Program
application is hereby authorized to be filed on behalf of the
City and the Baytown Sheltering Arms with the Texas Department of
Community Affairs .
Section 2 : That the City' s application be placed in
competition for funding under the Emergency Shelter Grants Fund.
Section 3 : That the application be for $35, 000.00 of grant
funds to carry out renovation of the Baytown Sheltering Arms
building by reroofing, repairing the heating system, and making
plumbing and other necessary repairs.
Section 4 : That the City Council hereby directs and
designates the Mayor as the City' s Chief Executive Officer and
Authorized Representative to act in all matters in connection
with this application and the City' s participation in the Texas
Emergency Shelter Grants Program.
Section 5 : The local matching funds will be provided by
private donations to Baytown Sheltering Arms .

Section 6 : This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
