RESOLUTION NO. 1007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS EMERGENCY
SHELTER GRANTS PROGRAM APPLICATION TO THE TEXAS
DEPARTMENT OF COMMUNITY AFFAIRS FOR RENOVATION OF THE
BAYTOWN AREA WOMEN' S CENTER; AUTHORIZING THE MAYOR TO
ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY' S
PARTICIPATION IN THE EMERGENCY SHELTER GRANTS PROGRAM;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, the City Council of the City of Baytown desires to
develop a viable urban community, including the expansion of the
quantity and improvement of the quality of emergency shelters for
the homeless; and
WHEREAS, the Baytown Area Women' s Center is in need of
renovation in order to prevent the existing structure from
becoming a threat to the health and safety of the homeless,
battered women and their children who seek shelter at the center,
and
WHEREAS, it is necessary and in the best interests of the
City of Baytown to apply for funding under the 1988 Texas
Emergency Shelter Grants Program to finance a portion of these
needed renovations; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1 : That a Texas Emergency Shelter Grants Program
application is hereby authorized to be filed on behalf of the
City and the Baytown Area Women' s Center with the Texas
Department of Community Affairs.
Section 2 : That the City' s application be placed in
competition for funding under the Emergency Shelter Grants Fund.
Section 3 : That the application be for $45, 000. 00 of grant
funds to carry out renovation of the Baytown Area Women' s Center
by improving the air conditioning/heating system, the electrical
system, the security system, and making other necessary repairs.
Section 4 : That the City Council hereby directs and
designates the Mayor as the City' s Chief Executive Officer and
Authorized Representative to act in all matters in connection
with this application and the City' s participation in the Texas
Emergency Shelter Grants Program.
Section 5 : The local matching funds will be provided by the
salaries paid staff members of the Baytown Area Women' s Center .

Section 6 : This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 14th day of
