RESOLUTION NO. 956
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, PROTESTING THE APPLICATION FOR AN AMENDED WASTE_
DISPOSAL PERMIT FOR WASTEWATER TREATMENT FACILITIES BY
HARRIS COUNTY FRESH WATER SUPPLY DISTRICT NO. 1A;
URGING THE TEXAS WATER COMMISSION TO DENY SUCH
APPLICATION; REQUESTING THE COMMISSION TO ENCOURAGE A
CONTRACT BETWEEN THE CITY AND DISTRICT; AND PROVIDING
FOR THE EFFECTIVE DATE HEREOF.
WHEREAS, the Harris County Fresh Water Supply District No.
1A (hereinafter referred to as District) has filed an application
for an amended waste disposal permit for wastewater treatment
facilities, permit number 11195-01 , to allow the discharge of an
increased amount of wastewater into Goose Creek. Stream; and
WHEREAS, the District 's proposed plans would more than
double the present flow of effluent into Goose Creek: from the
District ; and
WHEREAS, the City of Baytown is attempting to clean the
Goose Creek: Watershed by contracting with other utility districts
to treat their wastes, and is presently planning to spend
millions of dollars to improve the quality of effluent discharged
into Goose Creek from its one sewer treatment plant that
discharges into such stream; and
WHEREAS, an alternate proposal that the District contract
with the City of Baytown to let the City treat the District 's
wastes has apparently not been considered by the District.; and
WHEREAS, the City of Baytown has treatment capacity it can
sell to the District , and such an agreement might prove more cost
effective to the District , and would result in less impact upon
the Goose Creek watershed by the resulting one discharge point
further downstream; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1 : That the City of Baytown protests the
application for an amended waste disposal permit for wastewater
treatment facilities, permit number 11195-01 , filed by Harris
County Fresh Water Supply District No. IA, and urges the Texas
Water Commission to reject such application as being unnecessary
and not consistent with other efforts being made to improve the
Goose Creek Watershed.
Section The Texas iWat.or Commission is urged to require
the District to consider an alternate proposal of contracting
with the City of Baytown for wastewater treatment as opposed to
plant. expansion.

Section 3 resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
