RESOLUTION NO. 951
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, PROTESTING THE APPLICATION FOR A NEW
WASTE DISPOSAL PERMIT FOR WASTEWATER TREATMENT
FACILITIES BY HARRIS COUNTY FRESH WATER SUPPLY DISTRICT
NO. 27; URGING THE TEXAS WATER COMMISSION TO DENY SUCH
APPLICATION; AND PROVIDING FOR THE EFFECTIVE DATE
HEREOF.

WHEREAS, the Harris County Fresh Water Supply District No. 27 (hereinafter
referred to as District) has filed an application for new waste disposal permit for
wastewater treatment facilities, permit number 13224-01, to allow the discharge of
wastewater into Goose Creek Stream; and
WHEREAS, the District has no need for such a new permit, and apparently
will not be using the permit, as the District is presently having its sewage treated
under a long term contract with the City of Baytown; and
WHEREAS, the City of Baytown is attempting to clean the Goose Creek
Watershed by contracting with other districts to treat their wastes, and is presently
planning to spend million of dollars to improve the quality of effluent discharged
into Goose Creek from its one sewer treatment plant that discharges into such
stream; and
WHEREAS, if in the future the District has need to apply for a permit that
will actually be used, the public would best be served by having an application filed
that reflects the status of the stream and projected wastewater discharge at that
time, rather than allowing wastewater discharge under a permit that was issued
many years earlier but was unused; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City of Baytown protests the application for a waste
disposal permit for wastewater treatment facilities, permit number 13224-01 , filed
by Harris County Fresh Water Supply District No. 27, and urges the Texas Water
Commission to reject such application as being unnecessary and not consistent with
other efforts being made to improve the Goose Creek Watershed.
Section 2: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
