RESOLUTION NO. 950
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
URGING THE U. S. ARMY CORPS OF ENGINEERS TO MAKE
CERTAIN MODIFICATIONS TO ITS PLAN FOR DEEPENING AND
WIDENING THE HOUSTON SHIP CHANNEL; AND PROVIDING FOR AN
EFFECTIVE DATE HEREOF.

WHEREAS, the U. S. Army Corps of Engineers plan for deepening and
widening the Houston Ship Channel has been reviewed by representatives of the City
of Baytown, Baytown/West Chambers County Economic Development Foundation,
Liberty County --Chambers County Navigation District, and Baytown Chamber of
Commerce;
WHEREAS, the Corps of Engineers has proposed the deepening and widening
of the Houston Ship Channel, to facilitate maritime industry and ship movement in
the waterway;
WHEREAS, the City of Baytown is the third largest incorporated City in
Metropolitan Houston Area;
WHEREAS, the East Harris County/West Chambers County areas, east of the
San Jacinto River, containing Baytown, and its Industrial District, now has limited
access to the Houston Ship Channel, except through the Exxon docks, and a narrow
and shallow barge channel in Cedar Bayou;
WHEREAS, the East Harris County/West Chambers County areas, east of the
San Jacinto River, containing Baytown, and its Industrial District, could be enhanced
by improvements which may be made to the Houston Ship Channel;
WHEREAS, the proposed "Plan HG-50" as presently formulated would provide
little enhancement of industry, economics, or quality of life, to areas east of the
San Jacinto River;
WHEREAS, it is our belief that industrial development and resource
conservation are not mutually exclusive issues; and
WHEREAS, the proposed "Plan HG-50" may be improved by small increased
cost, paid for by a resulting large improvement in benefit to cost ratio, while

Section 1: That the City of Baytown does hereby endorse United States
Department of the Army, Galveston District Corps of Engineers "Plan HG-50" for
widening and deepening of the Houston Ship Channel and four of its tributary
streams and harbors, and offer the following improvements as modifications to "Plan
HG-50":
(a) Widen and deepen Cedar Bayou Barge Channel, and straighten its
route from the Houston Ship Channel to the outfall of Cedar
Bayou, by rerouting the Cedar Bayou Barge Channel direct,
through the lower end of Atkinson Island, to facilitate growth of
maritime industry, and other industry, requiring Houston Ship
Channel access from Goose Creek Stream, and
(b) Make maximum use of enclosed spoil disposal areas along the route
of the Project, with emphasis upon choice of disposal upon sites,
recommended by East Harris County/West Chambers County
interests, which could be elevated to twenty feet or more above
mean high tide, with dredging cuttings discharge, and which,
after passage of ten years or more settling time, could be
developed as channelside wharfage and channelside industrial
property for industry, or City parks and recreation areas, or City
owned waterfront industrial facilities, and
(c) Make improvements to Goose Creek Stream, including a small boat
channel, to facilitate development of Park Lands along the stream
into water recreation and marina facilities.
Section 2: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City
Council of the City of Baytown, this the 26th day of June, 1986.
