RESOLUTION NO. 932
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
SUPPORTING THE ESTABLISHMENT OF AN ECONOMIC DEVELOPMENT
PROGRAM FOR THE CITY OF BAYTOWN; AND PROVIDING FOR THE
EFFECTIVE DATE HEREOF.

WHEREAS, the City of Baytown and the surrounding area have suffered a slow
down in economic growth and development in recent years; and
WHEREAS, the tax base of the City of Baytown needs to be expanded in
order to promote City growth and improvements; and
WHEREAS, unemployment remains a persistent and serious problem in Baytown
and the surrounding East Harris County and West Chambers County areas; and
WHEREAS, the downtown business area of Baytown is in a bad state of
decline; and
WHEREAS, the City Council of the City of Baytown recognizes that the
economic goals of the area need to be defined in order to establish a local
development climate that will stimulate economic growth; and
WHEREAS, the City Council of the City of Baytown desires to cooperate with
other groups and entities in an effort to bring renewed economic growth and
development to the East Harris County/West Chambers County area, as well as the
City of Baytown as such public and private cooperation has been shown to be
successful in other cities; and
WHEREAS, the City Council of the City of Baytown is willing to provide
initial financing to be used to help start an economic development program for the
Baytown area; and
WHEREAS, the City Council of the City of Baytown urges that such funds be
used to help enlist the aid of individuals experienced in promoting economic
development; and
WHEREAS, the City Council of the City of Baytown believes that the
fundamental element for success of an economic development program is unity of
purpose by the community; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City of Baytown supports and encourages formation of
public/private sector partnerships created to promote economic development within
Baytown and the surrounding areas.

Section 2: That the City of Baytown hereby states its willingness to help
provide initial financing to start such economic development programs as may be
needed and implemented, if such programs are supported by the business community.
Section 3: That the City Council of the City of Baytown, recognizing the
need for cooperation with others in order to bring about revitalized economic growth
in the area, hereby pledges the support of the City and its staff to assist in the
creation and development of such programs, and offers such other resources as may
be available and necessary.
Section 4: That the City Council of the City of Baytown further pledges the
assistance of the City staff in forming the organizational structures needed to
implement the economic development plans that are adopted.
Section 5: That the City of Baytown supports the use of professional help in
developing economic growth objectives and programs for the City of Baytown area.
Section 6: That the City of Baytown, in order to foster the unity of purpose
necessary to achieve renewed economic growth within the Baytown area, solicits the
advice, support, and interest of those citizens of Baytown and the surrounding area
who wish to participate in the renewed development of our community.
Section 7: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City
Council of the City of Baytown, this the 26th day of November, 1985.
