WHEREAS, mass transit problems continue to mount across the State of
Texas; and
WHEREAS, solutions to mass transit problems require the active cooperation
of state and local government; and
WHEREAS, Legislation which would allow cities of 50,000 population or larger
to, by referendum, establish a transit system supported by a local sales tax will

within a federal standard metropolitan statistical area such as the City of Baytown;
and
WHEREAS, the City of Baytown is actively attempting to address such
problems, but is separated by distance, other municipalities, and water, from a
"principal city," and therefore should have every opportunity available to it to solve
its mass transit problem; and
WHEREAS, it is cities like Baytown which are more likely to have mass
transit problems to be solved; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
