RESOLUTION NO. 891
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, REQUESTING THE STATE DEPARTMENT OF HIGHWAYS
AND PUBLIC TRANSPORTATION TO CONSTRUCT TEMPORARY GRADE
CROSSINGS AND TRAFFIC SIGNALS AT THE INTERSECTION OF
ELVINTA STREET AT LOOP 201; AND ENCOURAGING THE
CONSTRUCTION OF AN OVERPASS AT THAT INTERSECTION TO
PROVIDE A PERMANENT MEANS OF RELIEF TO TRAFFIC AT THAT
INTERSECTION.

WHEREAS, the construction of Loop 201 where it joins N. Alexander Drive
(State Highway 146) as presently planned will block several north/south roads, thus
limiting the flow of traffic across Baytown; and
WHEREAS, one of these roads is Elvinta Street, which runs past Cedar Bayou
Junior High School; and
WHEREAS, the planned blocking of Elvinta Street will have a particularly
severe effect upon those wishing to travel to or from Cedar Bayou Junior High
School, which currently serves many students who live north of N. Alexander Drive
(Highway 146); and
WHEREAS, City Council believes if this intersection must be blocked when
Loop 201 is completed, that the intersection should be kept open as long as
possible, including the substantial length of time during which Loop 201 will consist
of grade level service roads; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the State Department of Highways and Public Transportation
is requested to not block Elvinta Street upon construction of the Loop 201 service
roads in the area, but that temporary grade crossings with traffic signals be
constructed in order that north/south traffic can continue to use Elvinta until such
time as Loop 201 is completed.
Section 2: That the State Department of Highways and Public Transportation
is further encouraged to construct an overpass at the intersection of Loop 201 with
Elvinta in order to provide a permanent route for north/south traffic to use in this
area.
Section 3: The City Clerk is directed to prepare a certified copy of this
resolution and have it delivered to the State Department of Highway and Public
Transportation and such others that may be interested in this problem.

Section 4: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City
