CC Resolution No. 878 1591 RESOLUTION NO. 878 AN UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, FORMALLY RECOGNIZING AND THANKING MARY ELIZABETH WILBANKS FOR HER SERVICE TO THE COMMUNITY AS COUNCILWOMAN FROM DISTRICT NO. SIX FROM APRIL, 1973, THROUGH JUNE, 1984, AND RECOGNIZING SOME OF THE ACCOMPLISHMENTS SHE WAS INSTRUMENTAL IN BRINGING ABOUT DURING HER TENURE IN OFFICE. WHEREAS, Mary Elizabeth Wilbanks has served the City of Baytown as Councilwoman from District No. 6 for a period of eleven (11) years beginning April 11, 1973, and ending June 1, 1984; and WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, held several offices with the Houston-Galveston Area Council including a distinguished term as president; WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, worked for tax exemptions on homesteads and increased exemptions for senior and disabled citizens; and WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, worked for orderly and responsible growth and expansion of the City of Baytown, balanced against the concern of providing adequate drainage, water, sewer and street improvements and WHEREAS, Mary Elizabeth Wilbanks, during her tenure, helped achieve increased understanding and cooperation between the City of Baytown and the State, the Houston-Galveston Area Council, Harris County, the Goose Creek Independent School District and other Municipal and political subdivisions of the State; WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, served as Mayor Pro Tempore of the City of Baytown; WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, supported the development of municipal services along Interstate 10; and WHEREAS, during Mary Elizabeth Wilbanks tenure in office, the City's bond rating improved to AA by Moody's and Standard & Poors and WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, worked on the Industrial District Committee and supported the adoption of a new industrial district policy; and WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office, supported the City's conversion to surface water which virtually ended subsidence; and 1592 WHEREAS, Mary Elizabeth Wilbanks, during her tenure in office supported major sewer system improvements; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council on behalf of itself and the citizens of Baytown, hereby officially recognizes, thanks, and commends Mary Elizabeth Wilbanks for her valuable service to the City as Councilwoman. Section 2: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
