RESOLUTION NO. 875
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
ESTABLISHING THE BAYTOWN TRANSIT COMMITTEE AND
PROVIDING FOR THE EFFECTIVE DATE HEREOF.
WHEREAS, the City Council of the City of Baytown wishes to study the need
for a transit system for Baytown; and
WHEREAS, the City Council has determined that a citizens committee would
be best suited to conduct this study and make recommendations;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BAYTOWN, TEXAS:
Section 1 : That there is hereby created the Baytown Transit Committee,
which shall operate under the following provisions:
The Baytown Transit Committee
Sec. 1. Goals
The Committee shall have as its initial goals the following:
a) Determine the merits of various inter-city and
intra-city transit options.
b) Obtain information and feedback from the public as to
transit systems.
c) Provide information to the public as to transit
programs.
d) Resolve or mitigate conflicts or differences of
opinions.
e) Such other goals as the Committee determines to be
appropriate to the adoption of a transit system.
Sec. 2. Appointment of Committee.
A. The Baytown Transit Committee shall consist of nine
members to be appointed by the City Council for a term of one
year. The members of such committee shall serve at the
pleasure of the City Council and may be removed by City
Council with or without cause.
B. The Committee shall cease to operate after one year unless
extended by vote of the City Council.
Sec. 3. No compensation for members.
Members of the Baytown Transit Committee shall serve without
compensation.
Sec. 4. Election and term of chairman.
The Baytown Transit Committee shall organize by electing one
of its members as chairman and such chairman shall hold office
for one year.
Sec. 5. Adoption of administrative procedures.
The Baytown Transit Committee may adopt such administrative
procedures as are necessary to accomplish the purposes set out
in this resolution.

Sec. 6. Written reports.
The Committee shall, upon completion of its studies, submit a
written report to the Mayor and City Council summarizing
options and suggested proposals for Baytown.
Sec. 7. Consultation with city officers and departments.
The Director of the Planning and Traffic Department of the city
and other city officers and staffs of city departments may
consult with and advise the Baytown Transit Committee from
time to time of matters coming within the scope of this
resolution and the Committee may consult with and advise such
city officers and personnel of such departments.
Sec. 8. Solicitation of funds.
The Baytown Transit Committee shall have the authority to
solicit funds and donations to carry out the purposes for which it
is herein established.
Sec. 9. Areas of study.
Among the suggested areas that the Baytown Transit Committee
should investigate and study are:
a) Would the availability of transit affect employment
opportunities?
b) Would a transit system encourage more people to live in
Baytown?
c) Would a transit system help or hurt local businesses?
d) Would employers encourage their employees to use transit?
e) What, if any, real transportation needs are presently unmet?
f) What are citizens expectations from transit?
g) What methods of financing a transit system would be feasible?
Sec. 10. Additional powers.
The Baytown Transit Committee may contract with any person,
organization or corporation for purposes consistent with this
resolution's purpose of adopting a transit system. Any such
contract must be presented to the City Council for approval
prior to execution.
Section 2: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City
Council of the City of Baytown, this the 10th day of May, 1984.
