RESOLUTION NO. 873
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, SUPPORTING INCREASED STATE HIGHWAY
FUNDING, PASSAGE OF THE POTHOLE BILL AND INCREASED
HIGHWAY USER CHARGES.

WHEREAS, more than 60% of all motor vehicle travel in Texas takes place
on municipal streets; and
WHEREAS, municipal residents pay a major share of all motor fuel taxes and
vehicle registration fees collected by the state; and
WHEREAS, none of the motor fuel taxes or vehicle registration fees are
currently remitted to municipalities for street or bridge repair; and
WHEREAS, Texas municipalities are spending $190 Million per year on street
and bridge repairs, however, the backlog of streets in need of repair exceed $1
Billion; and
WHEREAS, $51 Billion will be needed over the next twenty (20) years to
overcome this backlog and to accommodate the addition of another six million
vehicles; and
WHEREAS, the average Texas motorist spends $291.00 per year for a 'Bad
Road Tax" in the form of wasted gasoline, tire wear, car repairs, insurance and
medical bills; and
WHEREAS, raising property taxes is not the answer in solving a statewide
problem such as street and bridge repair; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the Texas Legislature is urged to enact a state-local road
and bridge financing package composed of (1) an increase in funding for the State
Department of Highways and Public Transportations of $1 Billion per year; (2) $100
Million per year for the City Street Improvement Fund ("Pothole Bill"); and
(3) increasing motor vehicle license fees and the motor fuel tax to $ .10 per-gallon
as may be deemed necessary to generate adequate funding.
Section 2: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
