RESOLUTION NO. 867
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN ,
TEXAS , ADOPTING A FACIITY PLAN AND AN
ENVIRONMENTAL INFORMATION DOCUMENT FOR THE CENTRAL SEWER
DISTRICT FACILITY PLANNING AREA FOR THE CITY OF BAYTOWN
WHEREAS , it is necessary for the City of Baytown to
improve the wastewater collection and treatment system for the
Central Sewer District in order to adequately serve the waste
disposal needs of its citizens; and
WHEREAS , the City applied to the Texas Department of Water
Resources and the U.S . Environmental Protection Agency for a
federal grant pursuant to the Water Pollution Control Act to
build additional sewer, works ; and
WHEREAS , the City has initiated study of and established a
timetable for construction of sewer works in the Central Sewer
District pursuant to EPA Grant No. C-48-1498-01-0 ; and
WHEREAS , Langford Engineering, Inc . has gathered data and
presented the City with various alternatives to meet the City' s
waste disposal needs; and
WHEREAS , at a public hearing on the proposed construction
of sewage treatment facilities and rehabilitation of sewers in
the Central Sewer District held on March 8 , 1984 , the City
received no additional evidence concerning the proposed
improvements; and
WHEREAS , the engineering studies , data , alternatives , and
public input presented to the City have been compiled into
three documents , entitled "Facility Plan" , "Environmental
Information Document" and "Appendices for Facility Plan and
E . I .D. " ; and
WHEREAS , on the basis of the engineering studies and the
public input at the hearing on the proposed sewer works , the
best practicable waste treatment technology over the expected
life of the works , consistent with the objectives of the Water
Pollution Control Act , requires implementation of Alternative
II as described in the "Facility Plan" ; NOW THEREFORE ,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RAYTOWN :
Section 1 : That the City Council accepts and adopts the
"Facility Plan" , the "Environmental Information Document" and
the "Appendices" and certifies as true all the facts and data
presented therein.
Section 2 : That the City Council proposes that the con-
struction of the proposed facilities in phases as set forth in
Alternative II of the "Facility Plan" is most cost effective
and in the best public interest of the citizens of Baytown.
Section 3 : That the City Council assures the Texas Depart-
ment of Water Resources and the U. S. Environmental Protection
Agency that it will , based on the circumstances predicted, use
and comply with the "Facility Plan" and "Environmental Informa-
tion Document" .
Section 4 : That this resolution shall become effective im-
mediately from and after its passage by the City Council .
INTRODUCED, READ, and PASSED BY THE AFFIRMATIVE VOTE OF
THE City Council on this 8th day of March, 1984 .
