A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS; APPOINTING KENNETH MITCHELL AS
TREASURER; APPOINTING LARRY PATTERSON AS DEPUTY
TREASURER; AUTHORIZING WITHDRAWAL OF FUNDS FROM THE
CITY'S DEPOSITORY ON CHECKS SIGNED BY KENNETH MITCHELL
AS TREASURER OR LARRY PATTERSON AS DEPUTY TREASURER AND
FRITZ LANHAM, CITY MANAGER, OR EILEEN P. HALL, CITY
CLERK.

WHEREAS, Section 77 of the Charter of the City of Baytown provides as
follows:
Sec. 77. Disbursement of funds.
All checks, vouchers or warrants for the
withdrawal of money from the city depository shall be
signed by the city treasurer, or his deputy, and
countersigned by the city manager. In the absence of
the city manager, checks may be countersigned by the
city clerk; and
WHEREAS, the City has recently named a new Finance Director who shall
serve as Ex Officio City Treasurer under the Charter; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That Kenneth Mitchell, Finance Director of the City of Baytown,
is hereby designated Treasurer of the City of Baytown.
Section 2: That Larry Patterson, Assistant City Manager of the City of
Baytown, is hereby designated Deputy Treasurer of the City of Baytown.
Section 3: That funds of the City of Baytown may be withdrawn from Texas
National Bank, Depository for the City of Baytown, on the check of said Municipal
Corporation signed by Kenneth Mitchell as Treasurer or Larry Patterson as Deputy
Treasurer and Fritz Lanham, City Manager, or in his absence Eileen P. Hall, City
Clerk, all as provided in Section 77 of the Charter of the City of Baytown.
Section 4: That it is further resolved that any indebtedness created in
connection with the accounts of the City of Baytown by these officers shall be the
debt of the City of Baytown.
Section 5: It is further resolved that Texas National Bank is hereby
authorized to receive such drafts, checks or order so executed for the credit of, or
in payment from the payee of any other holder without inquiry in any case as to
the circumstances of their issue, or the disposition of their proceeds.

Section 6: Be it further resolved that said authority hereby conferred shall
remain in force until written notice of the revocation of shall be received by Texas
National Bank.
Section 7: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City
Council of the City of Baytown, this the 23rd day of February, 1984.
