RESOLUTION NO. 865
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
SUPPORTING THE PASSAGE OF H. R. 4352, THE FAIR TRADE IN
STEEL ACT OF 1983; AND PROVIDING FOR THE EFFECTIVE DATE
HEREOF.
WHEREAS, the steel industry is critical to the national defense and the
industrial base of the United States; and
WHEREAS, substantial quantities of unfairly traded steel imports have injured
the domestic steel industry and have reduced employment within the United States;
and
WHEREAS, the litigation process is inadequate to deal with unfair trade
practices and foreign steel companies backed by their governments; and
WHEREAS, the Fair Trade in Steel Act of 1983 would place restrictions on
imported steel, such restrictions being in the amount of approximately 15% of the
apparent domestic supply for five years; and
WHEREAS, the bill would encourage capitol investment and modernization by
the domestic industry, by allowing the quotas to be suspended if capital investment
is not being made at appropriate levels; and
WHEREAS, the overall effect of such legislation would be to revitalize the
domestic steel industry and help preserve jobs and tax revenues; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City of Baytown supports H. R. 4352, also known as the
Fair Trade in Steel Act of 1983, and further urges those who represent the Citizens
of Baytown in the Congress of the United States to work in support of such
legislation.
Section 2: This resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
