RESOLUTION NO . 851
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
URGING REGULATION OF BARGE ACTIVITY ADJACENT TO THE
INTERSTATE 10 SAN JACINTO RIVER BRIDGE.
WHEREAS, Interstate 10 is an essential evacuation route in time of disaster;
and
WHEREAS, the storm surge of Hurricane Alicia caused barges on the San
Jacinto River to strike the Interstate 10 Bridge; and
WHEREAS, the barges lying just south of the San Jacinto River Bridge posed
an imminent and substantial threat of destruction to this important evacuation
route; and
WHEREAS, the barges presence at the time of the storm surge of Hurricane
Alicia indicates the lack of any contingency planning in the event of such an
occurrence; and
WHEREAS, the barges resemble tons of rusting junk and a blight upon the
natural beauty of the San Jacinto River; and
WHEREAS, the side by side placement of the barges sometimes eight or more
deep, constitute an unreasonable and willful hazard to navigation upon the San
Jacinto River; and NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section l: That the City Council of the City of Baytown urges those who
represent the Citizens of Baytown in the Congress of the United States and all
others whose lives may be endangered by the destruction of the Interstate 10 San
Jacinto River Bridge in a future hurricane to support legislation which would require
contingency planning for the removal of vessels which would carelessly threaten
destruction of this important evacuation route, reduce the hazard to navigation and
remove this blight along this beautiful river.
Section 2: This Resolution shall take effect immediately from and after its
passage by the City Council of the City of Baytown.
