CC Resolution No. 839 1486 RESOLUTION NO. 839 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN SUPPORTING H. R. 2780, THE STATE AND LOCAL FISCAL ASSISTANCE ACT AMENDMENTS OF 1984, REAUTHO- RIZING THE FEDERAL REVENUE SHARING PROGRAM OF TITLE 31, CHAPTER 24, U. S. CODE. WHEREAS, the State and Local Fiscal Assistance Act Amendments of 1984, now pending before the Congress of United States, would extend the Revenue Sharing Program an additional five years on an entitlement basis; and WHEREAS, the State and Local Fiscal Assistance Act Amendments of 1984, would increase the total funds available to the Revenue Sharing Program from $4.6 Billion to $5.3 Billion, the first increase since enactment in 1972; and WHEREAS, Congressman Frank (D-MA) has offered an amendment which would accelerate revenue sharing payments by one quarter but not increasing the net program spending; and WHEREAS, at a time when municipal government has been reducing its dependence upon ad valorem taxation as its principal source of revenue; and WHEREAS, the Revenue Sharing Program returns Baytownions tax dollars to Baytown, to be utilized for purposes in accordance with their express desires; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City of Baytown supports H.R. 2780, the State and Local Fiscal Assistance Act Amendments of 1984, including Congressman Franks amendment, reauthorizing the Federal Revenue Sharing Program of Title 31, Chapter 24, U.S. Code, and further urges those who represent the citizens of Baytown in the Congress of the United States to pass legislation reauthorizing the above provision. Section 2: This Resolution shall take effect from and after its passage.
