CC Resolution No. 838 1484 RESOLUTION NO. 838 A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, FORMALLY RECOGNIZING AND THANKING EMMETT O. HUTTO FOR HIS SERVICE TO HIS COMMUNITY AS COUNCIL PERSON FROM DISTRICT NO. TWO AND AS MAYOR FROM APRIL, 1975, THROUGH APRIL, 1983, AND RECOGNIZING SOME OF THE ACCOMPLISHMENTS HE WAS INSTRUMENTAL IN BRINGING ABOUT DURING HIS TENURE IN OFFICE. WHEREAS, Emmett O. Hutto, has served the City of Baytown as Council person from District No. 2 for a period of three (3) years beginning April 30, 1975, and as Mayor for a period of five (5) years ending April 28, 1983; and WHEREAS, Emmett Hutto, during his tenure in office worked toward the construction of a bridge over the ship channel and completion of the Loop 201 Project; and WHEREAS, Emmett Hutto, during his tenure in office, worked for tax exemptions on homesteads and increased exemptions for senior and disabled citizens; and WHEREAS, Emmett Hutto, during his tenure in office, worked for orderly and responsible growth and expansion of the City of Baytown, balanced against the concern of providing adequate drainage, water, sewer and street improvements; and WHEREAS, Emmett Hutto, during his tenure, helped achieve increased understanding and cooperation between the City of Baytown and the State, the Houston-Galveston Area Council, Harris County, the Goose Creek Independent School District and other Municipal and Political subdivisions of the State; WHEREAS, Emmett Hutto, during his tenure in office, supported the develop- ment of municipal services along Interstate 10; and WHEREAS, during Emmett Hutto's tenure in office, the City's bond rating improved to AA by Moody's and Standard & Poors; and WHEREAS, Emmett Hutto, during his tenure in office, supported the adoption of a new industrial district policy; and WHEREAS, Emmett Hutto, during his tenure in office, supported the City's conversion to surface water which virtually ended subsidence; and WHEREAS, Emmett Hutto, during his tenure in office supported major sewer system improvements; NOW THEREFORE, 1485 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council on behalf of itself and the citizens of Baytown, hereby officially recognizes, thanks, and commends EMMETT O. HUTTO for his valuable service to the City as Council person and Mayor. INTRODUCED, READ and PASSED, by the unanimous vote of the members of the City Council of the City of Baytown on this the 28th day of April, 1983.
