RESOLUTION 832
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
ENDORSING AND URGING THE PASSAGE OF SENATE BILL 287 WHICH
CREATES A CITY IMPROVEMENT FUND.

WHEREAS, the City residents pay a major portion of all motor fuel and
motor vehicle taxes collected by the State, none of which are remitted back to the
cities to help deal with the problems created by the millions of vehicles which
generated such funds; and
WHEREAS, a major portion of all motor vehicle travel in Texas takes place
on local roads which makes the effectiveness of the State's transportation systems
dependent upon the quality of local roadways; and
WHEREAS, projections based on a random survey of Texas cities show a
current backlog of about $1 billion in street repair needs; and
WHEREAS, the deterioration of city streets and bridges will continue to
accelerate in the future, as the 10 million motor vehicles are already in the State
wear out local roads and bridges faster than they can be repaired; and
WHEREAS, inflation has increased street maintenance costs by significant
amounts, placing an additional restriction on cities' ability to maintain streets and
bridges; and
WHEREAS, federal financial assistance for local street and bridge projects is
expected to decline in the future; and
WHEREAS, Senate Bill 287 "City Street Improvement Fund" would create a
fund out of motor fuels and motor vehicle taxes which would be appropriated to the
cities of Texas, which amount is estimated to be $200 million per year; and
WHEREAS, remitting $200 million a year back to the cities would alleviate
pressures on the local property tax fund street repairs and maintenance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BAYTOWN, TEXAS:
Section 1: That the City of Baytown endorses and urges the passage of
Senate Bill 287 "City Street Improvement Fund."
Section 2: That the City Administration present copies of this Resolution to
members of the Texas Legislature.
Section 3: This Resolution shall take effect immediately from and after its
passage.
