CC Resolution No. 821 1391 RESOLUTION NO. 821 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN OPPOSING THE PUBLIC UTILITY COMMISSION OF TEXAS RULE AUTHORIZING THE PASSAGE OF FUEL COSTS DIRECTLY TO THE CUSTOMER BY ELECTRICAL UTILITIES . WHEREAS , the Public Utility Commission of Texas has in effect a rule which authorizes electric utility companies to pass through to their customers the cost of fuel used in generating electrical power; WHEREAS , under this rule , electric utility companies are presented with no incentive to seek the best fuel prices avail- able in the open market; and WHEREAS , as a result of this lack of incentive the customers have to bear inflated electric bills; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1 . That the City Council opposes the rule of the Public Utility Commission which authorizes electric utility companies to pass through to their customers the cost of fuel used in generating electrical power. Section 2 : That this Resolution shall take effect from and after its passage by the City Council .
