RESOLUTION NO. 781
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN EXPRESSING ITS GRATITUDE TO THE 1981 CAPITAL
IMPROVEMENTS STUDY COMMITTEE.
WHEREAS, the City Council in January of 1981 , appointed
a total of ninety-three citizens to form the 1981 Capital
Improvements Study Committee and its various subcommittees ;
WHEREAS, these individuals were presented with the
arduous task of determining the City ' s needs in areas of ( 1)
Water, (2) Sanitary Sewer, (3) Drainage, (4) Streets, Sidewalks,
and Bikeways , (5) Public Buildings , (6) Parks , and (7) Solid
Waste;
WHEREAS , a Steering Committee was formed and was instrumental
in the efficient organization of the Committee as a whole;
WHEREAS , each individual serving on this Committee has
spent countless hours on their individual projects and
assignments having to endure numerous meetings and lengthy
discussions;
WHEREAS , these people met the task of reaching difficult
decisions of how and what monies should be allocated to the
City ' s needs ;
WHEREAS , this unselfish devotion illustrates the excellent
citizenry qualities possessed by these individuals ;
WHEREAS, the City Council would especially like to
commend the tireless efforts of Charles Tillery who served
as Chairman of the Committee and Wayne Gray who served as
Vice-Chairman of the Committee;
WHEREAS , the work of these people culiminated in the
passage of a bond program in the amount of $23, 290, 000. 00 ;
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS :
Section 1 : That the City Council of the City of Baytown
hereby officially recognizes and expresses its gratitude to

the 1981 Capital Improvements Study Committee for their
dedicated and selfless civic participation in this program
which has been invaluable to the City and Community.
Section 2 : That this Resolution shall take effect
immediately from and after it passage .
INTRODUCED, READ and PASSED by the affirmative vote of
the City Council of the City of Baytown on this the 25th day
of June 1981 .
