RESOLUTION NO. 772
A RESOLUTION ESTABLISHING A TRAVEL POLICY FOR CITY
COUNCIL MEMBERS TRAVELING OUTSIDE THE CITY OF BAYTOWN
ON CITY BUSINESS , AND PROVIDING FOR THE EFFECTIVE DATE
HEREOF.
WHEREAS , City Council members often travel outside the
City of Baytown on City business , or to represent the City
at various meetings of city officials , and
WHEREAS , these trips are beneficial to the City of
Baytown, and serve to both protect and promote the City ' s
interest ; and
WHEREAS, these trips by City Council Members are made
in their official capacity, and they are entitled to reim-
bursement for their expenses in making such trips , and
WHEREAS, City Council wishes to adopt a written travel
policy which will provide guidelines to insure all members
are reimbursed for their proper expenses;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF BAYTOWN, THAT:
Section 1 : The following policy is hereby adopted to
govern the authorization of Council Members out-of-town
trips and the reimbursement of their expenses of such trips.
CITY COUNCIL TRAVEL POLICY
1 . PURPOSE OF THIS POLICY
In order to protect the interest of the City and
to insure that all Council Members are reimbursed for
all proper expenses, this policy is hereby established
to give expense allowances to City Council Members who
travel out of the City on City business . Whenever the
term Council Member is used herein, it shall mean all
City Council Members and the Mayor.
2. TRAVEL AUTHORIZATION
When possible, City Council shall authorize Council
Members to make out-of-town trips at City expense. If
time limitations prevent a Council Member from receiving
prior approval , that Member must seek approval at the
first City Council meeting after the travel is completed.
Expenses necessary to attend the annual meetings of the
U. S . Conference of Mayors and the National League of
Cities , as well as meetings of the Texas Municipal
League, the Harris County Mayors and Councilmen Association ,

and the Houston Galveston Area Council are hereby
approved and no further approval of expenses is required
by City Council for a Council Member to attend these
meetings at City expense .
3. EXPENSES OF SPOUSES
Council Members are authorized to take their
spouses to the meetings listed in paragraph 2 , and the
City will reimburse a Council Member for the expenses ,
including travel expense of his or her spouse. A
Council Member may also be reimbursed for the expenses
of his or her spouse on other out-of-town trips , if
such reimbursement is approved by City Council prior to
the trip .
4 . OTHER REQUIREMENTS
On other matters concerning travel expenses ,
Council Members shall follow the travel expense policy
for City Employees whenever such policy is not inconsis-
tent with this Council Member policy .
Section 2 : This Resolution shall take effect from and
after its passage by the City Council .
INTRODUCED, READ and PASSED by the affirmative vote of
the City Council of the City of Baytown on this the 14th
day of May 1981 .
