RESOLUTION NO. 749
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, URGING THE LEGISLATURE TO ENACT GOVERNOR CLEMENTS '
PROPOSED LEGISLATION RELATING TO THE ESTABLISHMENT OF
THE CRIMINAL JUSTICE DIVISION IN THE GOVERNOR'S OFFICE
AND THE ADMINISTRATION OF THE CRIMINAL JUSTICE PLANNING
FUND.
WHEREAS, the City of Baytown supports the continued
improvement of the Criminal Justice System in Texas ; and
WHEREAS, the United States Congress has voted to abolish
the Law Enforcement Assistance Administration (LEAA) funding
program for state and local criminal justice programs; and
WHEREAS, the LEAA program has a 10-year record of
success in improving the criminal justice system in Texas;
and
WHEREAS, LEAA funding has been the catalyst to mount an
attack on narcotic traffickers, organized crime, public
corruption, and career criminals; and
WHEREAS, the LEAA program has provided funding for a
statewide radio communications system, high speed landline
communications, training for all components of the criminal
justice system, and many other programs to meet local and
state problems; and
WHEREAS, over 86 percent of the projects begun with
LEAA funds have been continued by state and local governments;
and
WHEREAS, crime reduction and improvement of the criminal
justice system are major priorities in Texas; and
WHEREAS, Governor Clements, in response to the nonpartisan
support for the program by law enforcement agencies and the
criminal justice system, has proposed an Act which would
statutorily establish the Criminal Justice Division in the
Governor's Office and provide for the award of grants for

state and local criminal justice programs out of the Criminal
Justice Planning Fund; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1: That the City of Baytown urges the Legislature
to enact Governor Clements' proposed legislation relating to
the establishment of the Criminal Justice Division in the
Governor' s Office and the administration of the Criminal
Justice Planning Fund.
Section 2 : This resolution shall take effect from and
after its passage.
INTRODUCED, READ, and PASSED by the affirmative vote of
the City Council of the City of Baytown on this 23rd day
of October , 1980.
